Regional PPP Deflators for Poland and Their Use

Abstrakty
Kluczowym kryterium kwalifikującym poszczególne kraje i regiony do otrzymywania wsparcia finansowego z funduszy strukturalnych i funduszu spójności UE jest poziom PKB per capita.
The aim of the paper is to present the methodology to calculate regional PPP deflators and their use in the analysis of the regional differentiation of income or wage levels. The regional income dispersion is one of the key aspects in the discussion about an active regional policy, both on the country level and in the framework of the common regional policy of the EU. In the case of Poland, the European cohesion policy aimed at reducing the differences in the development level of the individual regions is the main source of the aid inflow into our country. The per capita GDP level is the main criterion used in qualifying individual countries and regions for the financial support provided in the framework of structural funds and the cohesion fund offered by the EU. The average per capita GDP is the main indicator considered when elaborating the programs of financial support for individual regions. It is therefore proper to ask whether this crucial indicator is properly measured, and what could be the effect of the use of regional GDP deflators in its calculation on the results of the analysis. The paper presents the results of such calculation for Poland and discusses the main results. (original abstract)
