The Relevance of Leasing for Banks' Market Entry and Reach in Central and Southeastern Europe

This chapter seeks to identify the relevance of leasing as an alternative form of financing in transition countries and its relevance for increasing a bank's reach, especially to more opaque SMEs. Since the legal environment is crucial for adequate credit allocation, we start by assessing the quality of the legal and institutional environment in Section 2. We find that in some of the Central and Southeastern European countries, the laws on the books are sufficiently protected, but most countries still lack effective institutions and thus substantial law enforcement.
