Domestic efforts to transform politics, institutions and economic structure, as well as decentralisation and the building of social consensus around changes, are not enough to bring about the desired "new economy". New, improved global solutions are called for - to protect consumer rights and the rights of privacy, payment safety, identity control, intellectual property, and the free market. Otherwise, it will not be possible to fully utilise ICT potential, electronic trade, the Internet, as well as new materials, fuels, energy sources, biotechnological advances etc. (fragment of text)
