Abstrakty
Since disintegration of the Soviet Union, the Republic of Belarus, as well as other former Soviet Union Republics has been turned to reforms in economy. In this period, there was also an aspiration to reforming in economic relations at a local level among the numerous of reformations. It is necessary to note, that in the first five years of Belarus Republic's economic development it has appeared the determination to seriously follow the European models of local government based on a democratic principles and market transformations. The evidence to that is the Law on Local Government and Self-Government adopted by the Belarus Parliament in February 1991 which was initially as much as possible approached to the requirements of European Charter of Local Self-Government. With the introducing of the Institute of Presidency in Belarus, however, the role, spirit and philosophy of this document has appreciably decreased. It is enough to note since 1995 the initial document has undergone nine editions which step by step has thrown out all democratic spirit of this document and have replaced elements of decentralisation with elements of strict centralization and building of presidential verticals at a local level. The Belarus is one of the post - socialist countries where local governments have a status of State Authority and State Administration. (fragment of text)
