Monotowns in Contemporary Russia: Problems and the Features of Development

Abstrakty

Foreign literature uses the term "one-company town" or "company town" to denote a town where the main employer for the population is admitted a single organization. At the same time the word "organization" is used for a great variety of economic players - from enterprises of different types to state organizations. A good example is Washington where in fact the only employer is acknowledged Federal Government state organizations. In Russian academic literature there are a few terms used to denote a town with non-diversified industry: a town-factory (rather an obsolete notion), a monotown, a single-industry town, a monogorod (a general notion), a monoprofile town (Moscow scientific school), a monofunctional town (Novosibirsk scientific school, functional approach), a monospecialized town (the term was coined by I.D. Turgel), etc. According to the criteria elaborated by the Ministry of Regional Development of the Russian Federation a monoprofile urban settlement is admitted a settlement where the proportion of the employed by a single city-building enterprise or by a group of enterprises joint by a common technological chain is to amount to over 25% of economically active population; the production of such an enterprise or a group of enterprises has to amount to over 50% of the settlement shipments; the proportion of taxes and duties paid by the city-building enterprise (enterprises) to the municipal foundation budget is over 20% of the total amount of the taxes and duties paid by all organizations and enterprises.
