Współczesny świat podlega w ostatnich dekadach szybkim przeobrażeniom. Procesy globalizacyjne dotknęły wszelkich form życia społeczno-gospodarczego, tworząc nowe wyzwania i zagrożenia. Jesteśmy świadkami erozji dotychczasowego ładu międzynarodowego. Tempo zmian staje się wyzwaniem dla najważniejszych organizacji międzynarodowych współtworzących ład na świecie, takich jak: ONZ, WTO, FAO, Bank Światowy czy Międzynarodowy Fundusz Walutowy. Nie nadążają one za występującymi procesami, ich czas reakcji jest spóźniony, a regulacje niedoskonałe. Tworzy to pożywkę do nadużyć. Daje możliwości do pojawiania się gospodarki drugiego obiegu, tzw. rynku cienia (shadow market), w ramach którego państwa i poszczególne podmioty mogą prowadzić działania z brakiem poszanowania jakichkolwiek reguł i standardów międzynarodowych. Jednym z rynków objętych niebezpiecznymi tendencjami stał się rynek żywnościowy. Kryzys żywnościowy zaostrzył walkę o dostęp do żywności oraz uruchomił rozwiązania niepodlegające kontroli i regulacji. Utrzymujące się od 2007 r. spowolnienie gospodarcze państw zachodnich (obejmujące głównie grupę państw G-7) doprowadziło do osłabienia pozycji i siły oddziaływania dotychczasowych liderów. Ich miejsce na arenie międzynarodowej powoli zajmują nowi aktorzy - Chiny, Indie oraz państwa naftowe Zatoki Perskiej, a zatem kraje kierujące się w działaniach ekonomicznych innymi niż dotychczas standardami. Przedmiotem zainteresowania artykułu są nowe zjawiska pojawiające się na światowym rynku rolnym w kontekście zmian zachodzących w dobie globalizacji. (fragment tekstu)

Talking about crisis symptoms visible in the first decade of the 21st century we normally take into account the crisis of highly developed countries. It is worth noticing, however, that during the same period the world as a whole experienced severe crisis symptoms in three areas: the economy, food supplies and drinking water supplies. This paper analyzes the situation of the food market. Food is treated as a strategic commodity, with significant importance for the social and political stability of the country. Therefore, each country has its own food security policy. The paper focuses on the food policy of rich oil countries of the Persian Gulf - GCC countries, analyzing new trends within this policy. These trends take a form of participation in the global land market as investors. Due to the fact that most of these investments undertaken by the GCC countries take place in developing countries with poor quality of public institutions (the so-called failed countries), these transactions are described as land grabbing. The author analyzes determinants of undertaken policy, as well as consequences both for GCC and developing countries. (original abstract)
