Abstrakty

Problematyka mechanizmów władzy lokalnej jest przedmiotem wielu badań i prac o charakterze teoretycznym i praktycznym. Analiza tych opracowań wskazuje, iż ciągle trwają poszukiwania ogólnych, uniwersalnych zasad zarządzania w tym obszarze życia publicznego. Podstawowe utrudnienie metodologiczne wynika ze zbyt dużych zróżnicowań ustrojowych, państwowych i lokalnych. Opracowanie ma na celu przedstwienie ważniejszych trendów w politykach miejskich od II połowy XX wieku. W pierwszej części omówiono prace dotyczące tradycyjnego obrazu samorządu terytorialnego (Hunter 1953, Dahl 1961, Clark 1967, Peterson 1981, Logan i Molotch 1987). Samorząd terytorialny i polityka podlegają istotnym zmianom o wymiarze gospodarczym, politycznym oraz w obszarze metod zarządzania. Nowe teorie polityki lokalnej pojawiły się jako odpowiedź na wymienione zmiany. Druga część przeglądu prezentuje główne tezy prac Clarka z 2000 i 2003 roku oraz Johna z 2001 roku.(abstrakt autora)

The issue of mechanisms of local government has long been the subject of much research and works, both theoretical and practical. The analysis of many studies indicate that the general is still being sought, the universal principles of management in this area. The main methodological difficulty is too much diversity of fluids, state and local au-thorities. The development is to present most important trends in urban policy from the second half of the twentieth century. The first part discusses the work on the traditional image of local government ( Hunter 1953, Dahl 1961, Clark 1967, Peterson 1981, Lo-gan and Molotch 1987). Local government and urban policy subject to significant changes of the economic, political and under management methods. New theories of local politics emerget as a response to these changes. The second part of the review pre-sents the main thesis of the work of Clark 2000, 2003 and John 2001.(author's abstract)
