Europeanization and Poland: two-way flow?

The 2004 European Union (EU) enlargement has been commonly viewed as a "big bang", signifying great changes in the EU. There has been extensive literature attempting to foresee the impact of post-communist new members' entry on the functioning of the EU1. The first years of the Central and Eastern European (CEE) states' membership in the EU have provided a new area for research both on the role of the new members in the EU, and on the possible impact of the EU on the new members. This paper begins by reviewing the literature on the impact of transnationalism and interdependence of the EU and of national administrative and governance systems triggering Europeanization with the aim to assess the Europeanization of Poland's foreign policy. This paper adapts the notion of Europeanization as a three-way process which is developed down-wards, up-wards and horizontally. It analyses this three-way flow of Europeanization within the context of Poland's foreign policy and its effects on Poland's approach to the EU's Eastern neighbours. Such an approach to Europeanization fills the gap in the new and under-researched field of study on up-ward and transnational effects of Europeanization offering original insights into the influence of member states on the integration of the EU.
