Abstrakty

Artykuł poświęcony jest analizie własności aukcji scoringowych zastosowanych w przypadku przetargów, w których wybór zwycięzcy opiera się na dwóch kryteriach: cenie oraz jakości. Organizator przetargu dokonuje wyboru zwycięskiej oferty na podstawie quas/-liniowej funkcji scoringowej, której postaci nie ujawnia uczestnikom. Celem artykułu jest zbadanie, czy tego typu nieprzejrzystość reguł może zwiększyć użyteczność osiąganą przez nabywcę. Analizie poddano dwa rodzaje mechanizmów aukcyjnych: aukcję pierwszego wyniku i aukcję drugiego wyniku. Wyniki badań teoretycznych są niejednoznaczne. Dowodzą, że nieprzejrzystość prowadzi zasadniczo do spadku efektywności, jednak w szczególnych przypadkach może czasem skutkować wzrostem użyteczności nabywcy. Wyniki te wymagają jednak dalszych badań, zarówno teoretycznych, jak i eksperymentalnych. (abstrakt oryginalny)

The paper analyzes the properties of the scoring auctions in case of procurement. It is assumed that the buyer uses a quasi-linear scoring function which depends on two factors: the price and the quality. Producers make bids offering the quality level and the price. But the buyer decides not to reveal the parameters of the scoring function which is used to evaluate sellers' bids. The main goal of the paper is to study, whether such non-transparency of rules can increase the buyer's utility. Two types of auctions are studied: the first score and the second score auction. The theoretical analyses demonstrate that the consequences of non-transparency of auction rules depend on the auction type. The conclusions are unequivocal in the case of the second score auction, in which the winner is only allowed to adjust the price after winning the auction. In this situation non- transparency leads to loss in efficiency, as well as to the decrease of the buyer's utility. In the case of the first score auction the auction is also inefficient, but the way the buyer's utility changes is ambiguous and can depend on the bidders' expectations concerning the shape of the scoring function. But in the case of the second score auction, with the rule that the winner can ex-post adjust the quality, the strategic behaviour of the bidders (offering prices lower than the expected costs) can result with the increase of the buyer's utility, without a serious loss of efficiency. Those studies demand further research though, both theoretical (in the case of the risk aversion on the bidders' side) and experimental. (original abstract)
