Abstrakty
Od połowy lat 90. XX w. w gospodarce światowej można zaobserwować intensywny rozwój regionalnych struktur integracyjnych. Większość utworzonych w tym czasie regionalnych porozumień handlowych stawia sobie ambitne cele w zakresie liberalizacji handlu nie tylko towarami, lecz także usługami. Należy jednak zauważyć, że porozumienia ustanawiające dyscypliny w zakresie handlu usługami są stosunkowo nowym zjawiskiem. Pionierami w tym przypadku były Australia i Nowa Zelandia oraz Stany Zjednoczone i Kanada. Wśród czynników, które przyczyniły się do podjęcia problemu liberalizacji usług również w innych regionalnych ugrupowaniach integracyjnych, wskazuje się na: postępujący proces serwicyzacji gospodarek narodowych, włączenie kwestii usług do rokowań Rundy Urugwajskiej GATT ( General Agreement on Tariffs and Trade, Układ ogólny w sprawie taryf celnych i handlu) i stworzenie w jej wyniku ram prawnotraktatowych, sprzyjających znoszeniu barier protekcjonistycznych w handlu usługami w postaci Układu ogólnego w sprawie handlu usługami (General Agreement on Trade in Services, GATS) oraz dążenie państw do pogłębienia przyjętych na forum Światowej Organizacji Handlu (World Trade Organization, WTO) multilateralnych zobowiązań, liberalizacyjnych, co wydawało się łatwiejsze do realizacji na szczeblu regionalnym lub bilateralnym w związku z ograniczeniem liczby państw uczestniczących w procesie negocjacji.
