Strategy and policy of climate protection

Recognising that the changes of global climate and adverse effects thereof are a common problem of all the inhabitants of our planet, most countries have ratified the UN Framework Convention on Global Climate Changes (hereinafter referred to as the "Climate Convention"). The main objective of said convention was .... stabilisation of greenhouse gases concentration at the level preventing a dangerous man-induced interference with the climate system. To avoid a threat to food production and to allow for sustainable economic development, that level should be achieved within the time period sufficient for natural adaptation of ecosystems to climate changes. (Art. 2 of the Convention). In practice it entails the necessity of stabilisation of greenhouse gases emissions by industrialised countries and the countries in transition by the year 2000 at the level of 1990 (1988 for Poland). The strategies aimed at global climate protection include, first of all, the activities aimed at the reduction of man-induced greenhouse gases emissions to atmosphere and increase of carbon dioxide absorption by biomass. This is a problem of environmental protection perceived in economic context, since 80 per cent of global emissions, and 97 per cent in the case of Poland (mainly greenhouse gases emissions), is the result of energy resources combustion (Fig. 1). Therefore, all activities aimed at economy rationalisation through improvement of the use of energy resources will facilitate the implementation of the main objective of the convention.
