Abstrakty

Indyjska współpraca gospodarcza z Nepalem, której istotnym komponentem jest pomoc rozwojowa, realizowana jest od wczesnych lat 50. XX w. Nepal przez cały okres zimnej wojny był kluczowym adresatem indyjskich działań o charakterze pomocowym. Indie wspierały rozwój infrastruktury kraju oraz tworzenie instytucji nowoczesnego państwa. Po trwającym dekadę kryzysie indyjskich programów pomocowych, na początku XXI wieku nastąpiła bezprecedensowa ich intensyfikacja, która bezpośrednio dotyka wszystkie kraje sąsiednie Indii, w tym Nepal. Niniejsza praca jest próbą odpowiedzi na pytanie badawcze o dotychczasowy rozwój i współczesny kształt - na przykładzie Nepalu - indyjskich programów pomocy gospodarczej w regionie Himalajów. Indyjska pomoc rozwojowa kierowana do tego regionu została poddana analizie pod kątem wielkości wolumenu środków oraz w ujęciu sektorowym. Nacisk położony został na wskazanie zmian w podejściu Indii do współpracy gospodarczej z Nepalem, do jakich doszło wraz ze wznowieniem programów pomocowych po roku 2003. Wyodrębnione zostały obszary poddawane krytyce oraz wskazano rysujące się długofalowe trendy.(abstrakt oryginalny)

India's economic co-operation with Nepal, which development aid is an important element of, was originated in the early 1950s. Over the entire Cold War period, Nepal was a key partner for India's foreign assistance activities. India supported both infrastructure projects and establishment of modern institutions in Nepal. After ten years of long suspension of major foreign aid activities in the 1990s, massive intensificationbegan in 2003, affecting largely all India's neighboring countries, including Nepal. However, the fact is the rejuvenated cooperation is nearly entirely different to the one during the Cold War period. The paper herein focuses on a change that occurred in terms of India's development cooperation with Nepal. It examines the scope and quantum of assistance provided, sectorial distribution and indicates criticism and accusation met by India's aid projects in Nepal.(original abstract)
