Abstrakty

Celem opracowania jest charakterystyka gospodarki finansowej na obszarach wiejskich województwa śląskiego. Na podstawie struktury dochodów budżetowych przeprowadzono klasyfikację gmin wiejskich i miejsko-wiejskich. W analizie budżetów jednostek samorządu terytorialnego uwzględniono wielkość podatków i opłat lokalnych oraz dotacji i subwencji w przeliczeniu na jednego mieszkańca. (abstrakt oryginalny)

The investigation indicates large imbalances in structure and size of budget incomes on rural areas of Silesian Voivodeship. The set of factors arising from communes location and their economical functions has an influence on incomes size and structure. The incomes vary from 5 to 130 million zloty. The main item in budget incomes structure are own incomes with 48.6% share, further are subsidies (31.2%) and donations (16.2%). The largest number of communes are those with dominance of own incomes or majority being as a back- -up facility of large towns. Agrarian character determines the structure of few commune groups with majority of subsidies that comprise near half of their financial incomes (tab. 1). The taxes and local fees that specify investment possibilities of local government units are the base part of budget incomes for 63% communes. The own incomes share shows a big special variation from approx. 20% in agrarian communes to above 70% for communes near large towns. The main part of own incomes are shares in state budget taxes that comprise 44% of commune incomes. By the similar share in structure there are significant size differences for obtained incomes per one inhabitant (tab. 2). (original abstract)
