Scharakteryzowano koncepcję zarządzania 'państwo opiekuńcze', w której państwo odgrywa kluczową rolę w ochronie i promowaniu gospodarczego i społecznego dobrobytu jej obywateli.

The «welfare state» is a concept of the government in which the state plays a key role in protection and development of economic and social well-being of the citizens. In post-war years in the majority of the developed countries of the world there was a powerful development of economy which was accompanied by formation of system of social protection of the population. However, in 80-90 years of the XX-th century dismantle of a «welfare state» under the influence of decrease in economic activity and demographic crisis has begun. In such conditions within the last decade there is an active reforming of all forms of social protection of the population which is directed, first of all, on reduction of a part of state financing in interests of obligatory state and private social insurance. Therefore today in scientific circles there is a recomprehension of the theory of a «welfare state» for the purpose of preservation of effective social protection the population at minimum load on a country financial system.
