Abstrakty

Rozbudowa i rozwój sieci transeuropejskich, które są integralnym elementem infrastruktury europejskiego sytemu transportowego - ze względu na ich znaczenie dla interesów Wspólnoty - musi podlegać określonym procedurom planistycznym". Procedury te powinny zostać opracowane zarówno na poziomie Wspólnoty, jak też każdego z krajów członkowskich. Każdy kraj członkowski winien określić (zidentyfikować) taką sieć i uzasadnić jej znaczenie dla Wspólnoty, co umożliwi pozyskanie środków na jej współfinansowanie. Konieczne jest ustalenie z Komisją priorytetów rozwojowych sieci, a następnie zapewnienie warunków dla jej realizacji w realnym terminie. (fragment tekstu)

The efficient implementation of the EU strategy of the sustainable transport development is closely connected with effective development of trans-European transport network. The substantial condition for reaching (his, we usually forget, is to implementing elear planning objeetives and priorilies as well as smooth measiires and procedures of identification, preparation and funding such infrastructure projeets of cominon interest. The author of this paper has analysed the currently existing primary and secondary Community law with respeet to transport infrastructure development, mainly planning and funding priority projeets, foeusing on eeonomie conseąuences which may arise for Community and the member countries in the proeess of using their rules and procedures. 1'lie results of such analyses are beitig presented in the finał part of the paper.
