Abstrakty

Organizacja publiczna, jako system otwarty, pozostaje zawsze we wzajemnie uwarunkowanej zależności z otoczeniem. Czerpie z niego zasoby, dostarczając mu w zamian usługi o charakterze publicznym niezbędne innym organizacjom lub poszczególnym jednostkom. Zmiany w otoczeniu są dla niej szansą lub zagrożeniem, mogą ułatwić jej rozwój lub zagrozić stabilności. Organizacja musi więc nieustannie obserwować je i adekwatnie na nie reagować poprzez dopasowywanie systemu zarządzania, swojej struktury oraz kultury organizacyjnej do wymagań środowiska zewnętrznego. Zmiany w otoczeniu mogą modyfikować działanie organizacji "powierzchownie" lub "głęboko". (fragment tekstu)

At this moment in Poland we discuss about transformation of public organizations based on IT. But only use enterprise architecture theory (especially enterprise architecture framework like TOGAF) is a way to success this undertaking. (original abstract)
