Abstrakty

Celem regulacji jest utrzymanie bezpiecznego i sprawnego systemu finanso- wego. W przeszłości banki były chronione przez regulatorów przed nadmierną konkurencją, w zamian za co akceptowały ograniczenia nadzorcze. Okres deregulacji spowodował jednak, że regulacja odbierana była głównie jako koszt, a globalny rynek finansowy dawał wiele możliwości ucieczki przez narodowymi restrykcjami. Globalny kryzys finansowy 2007-2009 pokazał nieadekwatność liberalnych reżimów regulacyjnych, opartych na tzw. Bazylei II. Stąd regulacyjne wysiłki w okresie pokryzysowym koncentrują się budowie nowej architektury regulacyjnej. Celem artykułu jest próba odpowiedzi na pytanie, czy są one wystarczające dla budowy stabilnego rynku bankowego.(abstrakt oryginalny)

The main objective of the regulatory regimes is to maintain safe and efficient financial system. In the past, banks were protected by the regulators from excessive competition, in return accepting the supervisory restrictions. In the period of deregulation, regulatory restrictions were perceived mainly as a cost, and the global financial market offered a lot of possibilities to escape from national restrictions. The global financial crisis of 2007- -2009 showed the inadequacy of the liberal regulatory regimes, based on Basel II philosophy. The purpose of the article is to analyze whether new, post-crisis regulatory architecture is sufficient to build a stable financial system.(original abstract)
