Pokryzysowe normy płynności dla instytucji kredytowych w strefie euro przypisują depozytom gospodarstw domowych niskie wagi odpływu oraz wysokie współczynniki stabilności. Tym samym nadają im wśród wszystkich kategorii zobowiązań status głównych elementów stabilnego finansowania. Celem pracy jest ocena adekwatności przyjętego rozwiązania regulacyjnego i jego skuteczności w zakresie poprawy bezpieczeństwa sektorów bankowych krajów strefy euro. W artykule dowiedziono, że wartość oraz struktura depozytów gospodarstw domowych w poszczególnych krajach strefy euro cechują się rożną wrażliwością na zmienne uwarunkowania rynku finansowego i gospodarek narodowych. Należy zatem wątpić, czy słuszne jest uznanie tych państw za homogeniczną zbiorowość. Wskazano jednak podzbiory krajów, w których wspólne regulacje odnoszące się do stabilności finansowania instytucji kredytowych mogłyby się okazać względnie efektywne. Ponadto zidentyfikowano zmienne objaśniające kształtowanie się wartości depozytów w gospodarstwach domowych poszczególnych krajów. Za istotną przyczynę ewentualnej przyszłej nieskuteczności wspólnych norm płynności uznano rożną siłę oddziaływania dochodu brutto gospodarstw na zmienną objaśnianą. (abstrakt oryginalny)

Post-crisis EU liquidity regulations for credit institutions treat household deposits as a key component for the provision of stable funding, and as a liability category with the lowest cash outflows in times of shock and over longer periods. The aim of this paper is to assess the adequacy of the adopted regulatory solution and its future effectiveness in improving the safety of the euro area banking sectors. The study proves significant differences in the sensitivity of the amounts and structures of household deposits to the destabilization of financial markets and national economies in the euro area, raising doubts about the correctness of treating member states as a homogeneous group. However, it defines the subsets of countries in which common regulatory solutions related to the funding stability of credit institutions might work with reasonable effectiveness in the future. Furthermore, it identifies the variables explaining the development of household deposits in individual countries. The paper recognizes the significance of the varying impact of household gross income on the response variable as a possible threat to the future effectiveness of common liquidity standards.(original abstract)
