Abstrakty
Creation of capital pension insurance in Poland (1999) offered many groups of workers a glimmer of hope and was accompanied by the government's certainty that a new system would be more stable and efficient. The system was also supposed to be more secure financially and resistant to burdens of traditional systems that are based on distributional solidarity. New solutions also evoked some belief in higher immunity against both typical and unknown so far categories of social risks. Such a conviction was related to a fact that foreign experience absorption was preceded by its positive verification in other countries. Foreign reform output of the last two decades indicates that the reforms are undertaken with a specific keynote of leaving a non-actuarial and non-capital system that is based on a defined benefit. That was the logics behind the change of pension systems, particularly those South American, leading to creation of multi-segment pension systems. All events that have taken place in Poland in the period since the systemic change in this area of insurance was made in Poland do not incline to any excessive optimism. A positive overtone of emergence of open pension funds is seriously weakened by deformations of the reform. The reform insurance nature is undermined because of creation of special statutory regulations that favour some vocational groups at other groups' expense. (fragment of text)
