Abstrakty

Jednym z elementów przygotowania Polski do prawidłowego wykorzystania unijnych funduszy strukturalnych jest przygotowanie systemu wdrażania i oceny narzędzi polityki regionalnej. System ten oparty jest na wzorcach przejętych z dotychczasowej praktyki unijnej polityki strukturalnej. W artykule zaprezentowano podstawowe zasady oceny skuteczności polityki regionalnej UE, obowiązujące od czasu zreformowania funduszy strukturalnych w okresach programowych 1989-1993 i 1994-1999. Poland is preparing the system of the EU Structural Funds implementation and management. This system is based on the procedures worked out through the EU structural policy practice. The article presents the basic rules of the EU regional policy evaluation, which were introduced and improved during two programming periods: 1989-1993 and 1994-1999. According to these methods the efficiency of structural actions is measured. (original abstract)
