Abstrakty
Celem artykułu jest przedstawienie kierunków zmian w obszarze mobilności pracowników w Unii Europejskiej ze szczególnym uwzględnieniem zmian w emigracji pracowników z Europy Środkowo-Wschodniej do Wielkiej Brytanii po rozszerzeniu UE w 2004 r., jak również wskazanie przyczyn migracji ekonomicznej. W świetle przeprowadzonej analizy danych liczbowych wydaje się, że promowanie geograficznej mobilności pracowników powinno stać się celem polityki poszczególnych państw członkowskich UE. Podejmowanie efektywnych działań wspierających swobodne przemieszczanie się pracowników na rynku pracy ma na celu zapobieganie deficytowi umiejętności oraz skuteczne dopasowanie oczekiwanych kompetencji pracowników ubiegających się o pracę do wymagań rynku pracy. Cel ten został sformułowany w strategii rozwoju UE "Europa 2020". Jednocześnie niezbędne wydaje się podejmowanie działań usuwających bariery legislacyjne, które dotyczą swobodnego przepływu pracowników zarówno w państwach wysyłających, jak i przyjmujących imigrantów w ramach wspólnej polityki migracyjnej wewnątrz Unii Europejskiej.(abstrakt oryginalny)

The article is aimed at the presentation of the trends of changes in labour mobility within the European Union with a particular interest in the labour migration from Central and Eastern Europe to the United Kingdom after the EU 2004 enlargement as well as the indication of the causes of the economic migration. In the light of the analysis of numerical data, it seems that the promotion of geographical labour mobility should become a goal of policies pursued by the EU member countries. Effective activities to support free labour migration are to prevent skill deficit and to successfully adjust the expected competencies of applicants to the labour market requirements. This goal was formulated in the EU development strategy "Europa 2020". At the same time, it is necessary to remove legislation barriers hampering free labour migration, in both source and host countries, within the common migration policy in the European Union.(original abstract)
