Abstrakty

Więcej niż połowa ludności świata obecnie mieszka w miastach i według danych ONZ pond 2/3 będzie tam mieszkać w 2050 roku. Zapewnienie dalszego rozwoju coraz większych aglomeracji miejskich związane jest z tworzeniem warunków przekształcania miast w "Inteligentne Miasta" ("Smart Cities"), miasta przyjazne mieszkańcom i środowisku, atrakcyjne socjalnie, kulturowo i ekonomicznie, wykorzystujące w jak najszerszym zakresie zdobycze współczesnych technologii informacyjno-komunikacyjnych (ICT). W artykule omówiono istniejące rankingi oceny funkcjonowania miasta w takich obszarach jak: gospodarka, zarządzanie, jakości życia mieszkańców, ochrony środowiska czy też stopnia wykorzystanie nowoczesnych technologii informatycznych. Na podstawie przeprowadzonej analizy stwierdzono potrzebę unifikacji istniejących rankingów, zwłaszcza konieczność ujednolicenia i zdefiniowania stosowanych w nich indykatorów. Pozwoli to na opracowanie bardziej uniwersalnych rankingów umożliwiających pełniejsze porównywanie badanych miast, zwłaszcza pod kątem oceny jakości życia mieszkańców, wdrażania zasad zrównoważonego rozwoju, a więc tych cech, które charakteryzują Inteligentne Miasto.(abstrakt oryginalny)

Currently, more than a half of world's population lives in cities. According to the UN reports more than 2/3 will be living there in 2050. Further development of the growing urban agglomerations is connected with the transformation of urban sites into "Smart Cities" which are friendly towards both its inhabitants and the local environment, provide social, cultural and economic opportunities, using as far as possible achievements of modern information and communication technologies (ICT). The paper examines the existing rankings of evaluation regarding the city's performance in areas such as economy, management, quality of life, environmental protection and the degree of use of modern information technology. Furthermore, the paper discusses the basic types of rankings used in the process of evaluation and its indicators. The analysis confirmed the need for the unification of the existing rankings, particularly regarding the necessity of new standardization and redefinition of the applied indicators. Such measures will allow the development of more universal rankings which will enable a more complete comparison of the examined cities, with emphasis put on those features that characterize Smart Cities, such as the quality of life of the urban population and the implementation of the principles of sustainable development.(original abstract)
