Abstrakty

Celem niniejszego artykułu jest zidentyfikowanie wyzwań procesu budowania jednolitej europejskiej przestrzeni transportowej w przewozie drogowym ładunków i próba ich analizy. Proces tworzenia jednolitego i liberalnego rynku w zakresie tej gałęzi nie został jeszcze zakończony. Tymczasem znaczenie tego segmentu dla gospodarek krajów członkowskich UE i konkurencyjności przedsiębiorstw unijnych na rynkach międzynarodowych jest bezsprzeczne. Charakterystyczne dla sektora transportu drogowego jest jego duże umiędzynarodowienie, wysoka konkurencyjność, a jednocześnie zróżnicowanie obciążeń fiskalnych i struktury kosztów operacyjnych w poszczególnych krajach. Sektor ten ma też istotne znaczenie dla rynku pracy, a także dla przemysłu, rolnictwa i usług gospodarek UE. W artykule wykorzystano m.in. wnioski z prac grupy eksperckiej, zajmującej się kierunkami polityki transportowej w zakresie transportu drogowego ładunków, utworzonej przez Dyrekcję Generalną Mobilność i Transport (MOVE) Komisji Europejskiej - High Level Group on the Development of the EU Road Haulage Market. Autorka niniejszego artykułu uczestniczyła w pracach tej sześcioosobowej grupy eksperckiej. Artykuł abstrahuje od kwestii wpływu działalności transportowej na środowisko. Uwarunkowania polityki zrównoważonego rozwoju są bowiem jednakowe dla wszystkich krajów członkowskich UE. (fragment tekstu)

The objective of the article is to identify and analyse challenges of creating Single European Transport Area in road freight market. This process has not still been completed. The role of the road freight transport is significant for the economics of the European Union and competitiveness of the EU on the global market. There are a lot of negative assessments of this transport mode. In this article it is proven that these barriers can be overcome. The negative effects of the economic crisis can be already considered as past. Strong market competition fosters carriers to improve efficiency by reducing empty runs and operating costs, but these measures have been hindered by the lack of harmonization of fiscal burden and incomplete liberalization of cabotage operations. Social and economic issues are closely connected in development of the sector. It seems, however, that a consistent EU policy towards the enforcement of already existing social legislation to set new, more readable and liberal cabotage rules and to seek to achieve the objectives of fiscal harmonization will have a positive impact on the development of this important for the whole process of integration European market segment.
