Abstrakty

W warunkach ograniczonych środków finansowych na realizację projektów infrastrukturalnych w transporcie bardzo ważne jest, aby przeznaczyć fundusze na te projekty, które wygenerują największe efekty pozytywne zarówno występujące u bezpośrednich użytkowników projektu, jak i szersze efekty ekonomiczne. W obecnej praktyce gospodarczej szersze efekty ekonomiczne rzadko są uwzględniane w ocenie opłacalności projektów inwestycyjnych w infrastrukturę transportu. Celem artykułu jest przeprowadzenie dyskusji nad różnorodnością efektów generowanych w gospodarce przez inwestycje infrastrukturalne oraz nad możliwościami ich uwzględnienia w różnych metodach oceny projektów infrastrukturalnych. W artykule zaprezentowano wyniki badań literatury na temat efektów inwestycji w infrastrukturę transportu oraz prac wykonanych w ramach projektu I-C-EU (Impact of Transport Infrastructure on International Competitiveness of Europe), realizowanego w 7 Programie Ramowym UE. All countries face the basic economic problem of allocating limited financial resources among competing uses in a way that maximizes the net benefits to society. In assessing the transport infrastructure project, it is essential to capture as many effects as possible in order to invest in these projects, which give the greatest benefits and improve productivity. The article discusses the different kinds of effects of transport infrastructure investments. The direct economic impacts of a transport project include effects felt by providers and immediate users of the transport system. These impacts are nearly always captured in transport infrastructure appraisal. The inclusion of indirect effects allows for a more complete, more accurate assessment of the expected effects generated by the transport infrastructure investments. Thus, different methods of transport infrastructure assessment to capture wider economic impacts are presented, as well as their advantages and disadvantages. (original abstract)
