EN

Based on juridical principles municipal management is a low stepped field taking active part in the solving people's social, economic problems. Local self governance is the component of general government. Municipal institutions were created to decentralize governmental management systems and mobilize civil society to collectively resolve public issues. The purpose of this article is difficulties in the creation of municipalities and evaluate self-governance activities in the constructional boom circumstance in Baku.(author's abstract)
