Nadmierne różnice między gminami wyrażające się w odmiennej wysokości dochodów własnych oraz w rożnych potrzebach wydatkowych na mieszkańca są dużym problemem, stąd w wielu państwach stosuje się mechanizmy ukierunkowane na ich wyeliminowanie. Celem artykułu jest przedstawienie doświadczeń wybranych państw Europy Środkowo-Wschodniej w konstruowaniu mechanizmów wyrównujących poziom dochodów i wydatków własnych na mieszkańca. Przegląd rozwiązań zagranicznych - zdaniem autorki - może stanowić punkt wyjścia do oceny mechanizmu wyrównawczego stosowanego w Polsce i być inspiracją do jego reformy. (abstrakt oryginalny)

Excessive differences between municipalities appearing as their own income at varying levels and various spending needs per inhabitant constitute a major problem, which is why many States apply mechanisms to eliminate them. The objective of this article is to present the experiences of selected countries of Central and Eastern Europe in designing mechanisms aligning the level of income and expenditure per inhabitant. According to the authoress, the review of foreign solutions can be a starting point for assessing the alignment mechanism used in Poland and may be an inspiration for its reform. (original abstract)
