From Illiquid Financial Instrument to Market Distress - Selected Institutional Circumstances of the Credit Crisis

Obserwowany przed ostatnie dwa lata kryzys na rynkach kredytowych po raz kolejny udowadnia rolę płynności w systemie finansowym - po raz pierwszy jednak to niepłynność jednego instrumentu stała się iskrą zapalną utraty płynności przez znaczną część systemu finansowego. Choć kryzys praktycznie nie dotknął bezpośrednio Polski, zrozumienie jego uwarunkowań jest istotne dla analizy stabilności systemu finansowego w przyszłości, gdy polski system finansowy będzie jeszcze silniej zintegrowany z systemem unijnym i globalnym. Artykuł przedstawia wybrane mechanizmy kryzysu, koncentrując się na przedstawieniu tych uwarunkowań rynków finansowych, które doprowadziły do gwałtownego załamania w globalnym systemie finansowym. Zwrócono szczególną uwagę na dwa kluczowe uwarunkowania rynkowe: rolę płynności rynków poszczególnych instrumentów dla zapewnienia wiarygodności wyceny mark-to-market i możliwości oceny ryzyka podejmowanego przez poszczególne instytucje oraz znaczną koncentrację obrotów na wybranych rynkach finansowych u stosunkowo niewielkiej liczbie podmiotów, co przekłada się na wzrost ryzyka partnera transakcji (counterparty risk). Artykuł akcentuje, że brak transparentności rynku instrumentów będących innowacjami finansowymi (służących do transferu ryzyka kredytowego) oraz ograniczona płynność nowych instrumentów spowodowały załamanie na rynku pochodnych kredytowych, natomiast wysokie zaangażowanie czołowych instytucji finansowych na tym rynku było impulsem do rozprzestrzenienia się kryzysu w całym systemie. The recently observed credit crunch is yet another market disruption confirming the critical role of liquidity for the whole financial system. It is however the first time that illiquidity of a single financial instrument has led to illiquidity of a significant part of the financial system. Although the credit crisis has limited effect on the Polish economy, as the Polish financial system gets more integrated with the global one, the thorough understanding of the underlying mechanisms is necessary to properly monitor the financial stability in the future. The article discusses selected mechanisms of the crisis and concentrates on those characteristics of the financial markets that led to the sudden spill-over of the turbulences on global financial markets. The paper highlights the two types of risk, which were underestimated in the past but played a major role in instigating and magnifying of the recent crisis. The first one is the liquidity risk, which may undermine the reliability of the mark-to-market valuation and produce extreme price volatility once the confidence in such valuations is eroded. The second one is the counterparty risk which results from concentration of market turnover in the period of rapidly growing volumes of derivatives traded on the market. The article leads to the conclusion that the lack of transparency and liquidity on the credit risk markets triggered the severe financial crisis in the global financial market. The analysis of the liquidity risk and the counterparty risk illustrates that some institutions became crucial for the functioning of not only domestic but also global markets. (original abstract)
