Polskie rolnictwo i obszary wiejskie wymagają kompleksowej restrukturyzacji, ponieważ nie spełniają wielu standardów Unii Europejskiej. Rozdrobniona struktura agrarna, wysoki poziom jawnego i ukrytego bezrobocia, brak kapitału, brak rozwiniętej infrastruktury i niski poziom wykształcenia mieszkańców wsi tworzą układ silnie sprzężonych barier rozwoju.(fragment tekstu)

Major opportunities for the multifunctional development of Polish rural areas arc provided by Poland's prospective accession to the European Union, including via its utilisation of the pre-accession funds. The greatest expectations have been placed with the SAPARD programme fully allocated to the rural and agricultural sectors. One of the programme's strategic objectives for Poland is the stimulation of the multifunctional development of rural areas via support for the development of technical infrastructure and the creation of conditions for engagement in non-agricultural economic activity in rural areas. The prc-acccssion aid anticipates support for actions seeking to diversify economic activity in rural areas, by ensuring additional sources of income for farms, creating job opportunities for rural residents and increasing the attractiveness of rural areas to tourists. An important intluence on the multifunctional development of rural areas will be that exerted by the resources assigned to the marketing and promotion of diversified economic activity in rural areas, vocational training and agro-environmental and afforestation programmes. The overall effectiveness of the programme will be very much dependent on the quality of project planning and management by recipients of funding.(original abstract)
