Abstrakty

Celem badania była weryfikacja, czy unijne rozwiązania regulacyjne wpłynęły na poprawę konkurencji na rynku gazu, zdefiniowanej za pomocą wskaźnika zmiany sprzedawcy. Analizie poddano 11 reform gazowych w 22 krajach UE między 1998 a 2013 rokiem. Do niezbilansowanej próby czasowo-przekrojowej zastosowano systemowy estymator Uogólnionej Metody Momentów ze względu na najlepsze właściwości statystyczne oraz możliwość uwzględnienia endogenicznego charakteru zmiennych regulacyjnych. Wyniki oszacowań potwierdziły skuteczność i pozytywny wpływ na konkurencję narzędzi regulacyjnych, które poprawiają płynność obrotu hurtowego i obniżają bariery wejścia na rynek związane z dostępem do sieci gazowej. Dodatkowo prywatyzacja największych przedsiębiorstw gazowych aktywizowała konkurencyjne zachowanie klientów w krótkim i w długim okresie. W celu zbadania kolektywnego wpływu rozwiązań regulacyjnych na konkurencję na rynku gazu skonstruowano prosty indeks deregulacyjny. Wykazano istotny związek między ilością wprowadzonych prorynkowych regulacji a wzrostem konkurencji na rynku gazu. (abstrakt oryginalny)

This paper verified if the EU-favoured regulatory tools influenced the level of competition in EU members' gas sectors. Dynamic panel models were applied to an unbalanced sample of 22 countries be-tween 1998 and 2013 to check the efficacy of 11 EU regulations in activating gas suppliers' switching. Estimation results supported the hypothesis that the regulatory tools that improved liquidity of the gas wholesale market and lowered gas market entry barriers related to gas network encouraged higher gas suppliers' switching. Additionally, privatisation of gas incumbent companies had a positive effect on competition in the gas industry in the short and long term. To analyse the joint impact of regulations on the gas competition a simple liberalisation index was constructed. The conclusion was that the more regulatory tools were implemented in member's gas market, the higher was the switching rate. (original abstract)
