Technological progress in the EU is a considerable driving force behind economic growth, citizen engagement and job creation. Information and communication technologies (ICTs), in particular, are reshaping many aspects of the world's economies, governments and societies. In countries of EU, public officials, businesses and citizens are working together to harness the transformative power of ICTs to make services more efficient, catalyze economic development and strengthen social networks. In recent years, progress in information and communication technology (ICT) has caused many structural changes such as reorganizing of economics, globalization, and trade extension, which leads to capital flows and enhancing information availability. Moreover, ICT plays a significant role in development of each economic sector, especially during liberalization process. Growth economists predict that economic growth is driven by investments in ICT. At the present time, ICT has become a serious part of economy UE. Almost all firms and consumers use computers and Internet connection for economic purposes, such as providing consumers with a more diversified and customized products, improving product quality, and selling goods and services. Evidently, the extension of ICT and its influences on economic growth in UE has increased very fast during the last two decades - The Lisbon Strategy (2001-2010) and Europe 2020 (2011-2020). W ostatnich latach wiele uwagi poświęca się kwestii budowania gospodarki opartej na wiedzy. Kluczowe znaczenie w tym procesie ma projektowanie i praktyczne zastosowanie innowacji, wśród których duże znaczenie mają technologie informacyjno-komunikacyjne umożliwiające gromadzenie, przetwarzanie i przekazywanie coraz większej liczby danych w krótkim czasie, co pozwala na szerokie i bardzo dynamiczne rozpowszechnianie wiedzy. W ostatnich latach postęp w zakresie informacji i technologii komunikacji (ICT) spowodował wiele strukturalnych zmian, takich jak reorganizacja ekonomii, globalizacja i rozszerzenie handlu, które prowadzą do zwiększenia przepływu kapitału oraz poprawiania dostępności informacji. Ponadto, ICT odgrywa znaczącą rolę w rozwoju każdego sektora gospodarki, zwłaszcza podczas procesu liberalizacji. Rozszerzenie wpływu ICT na dynamizację rozwoju społeczno-gospodarczego w UE wzrosło bardzo szybko w ciągu ostatnich dwóch dekad - Strategia Lizbońska (2001-2010) oraz Europa 2020 (2011-2020). Artykuł omawia teoretyczne aspekty technologii informacyjnych i komunikacyjnych oraz przedstawia teoretyczne przesłanki wpływu ICT na rozwój w zakresie wydajności pracy i wzrostu gospodarczego, a także określa wskaźniki analiz rozwoju ICT. Wśród ekonomistów i decydentów występuje szeroki konsensus dotyczący dwóch głównych zjawisk: (1) wyniki gospodarcze Unii Europejskiej nie odpowiadają ambicjom sformułowanych w strategii Europa 2020; (2) UE nie może odnieść takich samych korzyści z nowoczesnych technologii informacyjnych i komunikacyjnych jak Stany Zjednoczone. Poprawa efektywności realizacji strategii Europa 2020 wymaga w latach 2015-2020 zmiany produktywności oraz wykorzystania technologii informacyjnych i komunikacyjnych, bowiem mały wzrost wydajności postrzegany jest jako jeden z powodów osłabienia wzrostu gospodarczego w Europie, która w ciągu ostatnich trzydziestu lat pozostaje w tyle, w stosunku do innych rozwiniętych gospodarek. Unia musi dążyć zarówno do zwiększenia wydajności, jako źródła wzrostu, jak i ograniczyć ekonomiczne skutki wynikające ze zmniejszającej się populacji w wieku produkcyjnym, wskutek starzenia się jej społeczeństwa. W tej kwestii technologie informacyjne i komunikacyjne (ICT) uważane są za kluczowe dźwignie wzrostu i produktywności w UE. (abstrakt oryginalny)
