Abstrakty

Aspekty ekonomiczne zmian klimatycznych są zagadnieniem złożonym, ciekawym i wciąż mało rozpoznanym, pomimo obszernej puli badań i analiz zintensyfikowanych w ostatnich latach. W artykule podjęto tematykę porównania kosztów zapobiegania zmianom klimatycznym z kosztami adaptacji na podstawie badań na ten temat dostępnych w zidentyfikowanych źródłach literatury naukowej. Zastosowana metoda analizy polegała na porównaniu tych kosztów pod względem podstawowych charakterystyk, takich jak: sposób szacowania kosztów, wysokości kosztów, stopy dyskontowe, podstawowe statystyki opisowe. Wyniki porównania wskazują na znaczące różnice pomiędzy tymi kosztami pod względem analizowanych charakterystyk. W dyskusji wyników przeanalizowano przyczyny dotyczące wysokiej niepewności szacunków kosztów adaptacji i zapobiegania zmianom klimatycznym. Wnioski dotyczą m.in. relacji nakładów inwestycyjnych zapobiegania i adaptacji, w kontekście celu, jakim jest efektywność kosztowa działań minimalizujących negatywne skutki zmian klimatu(abstrakt oryginalny)

Economic aspects of climate change is a complex, interesting and still poorly recognized issue, in spite of the extensive pool of research and analyses intensified in recent years. In the paper the costs of climate change mitigation and adaptation were compared on the basis of available sources identified in scientific literature on the subject. The applied method of analysis was based on a comparison of the costs in terms of their basic characteristics, such as: the method of estimating the costs, the level of the cost estimates, discount rates and basic descriptive statistics. Results show significant differences between the costs of climate mitigation and adaptation in terms of the analyzed characteristics. In the discussion of outcomes the reasons for the high uncertainty of the costs estimates were analyzed. The conclusions elaborate on mutual relation of these costs, in the context of cost efficiency of measures to minimize the negative impacts of climate change(original abstract)
