Abstrakty

Celem artykułu jest prezentacja i analiza dorobku Luthera H. Gulicka III (1892-1993), którego zasługą jest rozwój naukowego zarządzania w administracji publicznej w latach 20. XX w. L.H. Gulick w znaczący sposób wpłynął na kształtowanie się zarządzania publicznego poprzez adaptację zasad zarządzania przedsiębiorstwem do administracji publicznej. W tekście przedstawiono życiorys tego klasyka, następnie scharakteryzowano dorobek piśmienniczy i omówiono poszczególne wątki tworzące główne tematy jego zainteresowań. Zaliczono do nich: autorskie rozwinięcie Fayolowskiej klasyfikacji funkcji zarządzania, znane pod akronimem POSDCORB, podział i koordynację pracy, rozpiętość kierowania oraz rolę naukowego zarządzania w administracji publicznej. Artykuł kończy stwierdzenie o aktualności zagadnień będących w centrum zainteresowania L.H. Gulicka. (abstrakt oryginalny)

The objective of this article is to present and analyze the achievements of Luther H. Gulick III (1892-1993), who contributed to the development trend of public administration in the 20 s of the twentieth century. L.H. Gulick significantly influenced the public governance by adapting the principles of business management to public administration. The text presents the biography of this person and discusses his output covering various topics. Gulick's main research themes were: own classification of management functions known as POSDCORB, division of work and coordination, span of control and the role of scientific management in public administration. The article concludes with a statement about the relevance of issues with which L.H. Gulick has dealt. (original abstract)
