Abstrakty

Artykuł przedstawia kształt obecnego systemu wyrównawczego sytuacji finansowej jednostek samorządu terytorialnego w Polsce i przedstawia koncepcję zmian w tym zakresie. Zmiany te polegałyby na połączeniu części wyrównawczej i równoważącej (regionalnej) subwencji ogólnej oraz na uwzględnieniu wskaźników odnoszących się do potrzeb wydatkowych, a nie tylko wielkości dochodów jednostek samorządu terytorialnego. Przedstawiona koncepcja odwołuje się zarówno do doświadczeń innych krajów europejskich, jak i do orzeczenia Trybunału Konstytucyjnego na temat obecnej subwencji regionalnej. (abstrakt oryginalny)

The article presents the shape of the current system for equalizing the financial situation of territorial self-government units in Poland and presents a concept of change in this respect. These changes largely involve the combination of the equalization and the balancing (regional) part of the general subsidy and on taking into account the indicators that apply to spending needs, instead of just the level of income of the territorial self-government units. The concept that is presented refers both to the experience of other European countries, as well as to the decisions of the Constitutional Tribunal on the current regional subsidy.
