Innowacyjność jest kluczowym elementem rozwoju gospodarczego i społecznego. W Unii Europejskiej rola innowacyjności stopniowo rosła. Chociaż dopiero w Traktacie o funkcjonowaniu Unii Europejskiej znalazła ona swoje miejsce w kontekście sektora przemysłowego, to praktycznie przez cały okres istnienia Wspólnot, a potem Unii Europejskiej rozwijana była za pomocą "miękkich" narzędzi sterowania Unią, tj. strategii, planów i inicjatyw. Począwszy od zielonej księgi na temat innowacyjności ("Green Paper on Innovation"), przez strategię lizbońską aż po Unię innowacji (flagową inicjatywę przewodnią strategii "Europa 2020") wskazuje się na decydującą rolę innowacyjności w osiąganiu sukcesów na konkurencyjnych rynkach europejskim i globalnym. Zarówno w Unii innowacji, jak i w innych najnowszych dokumentach Komisji Europejskiej zwraca się uwagę na rolę zarządzania przez projektowanie (organizacyjne i estetyczne) oraz na nowy paradygmat działania, tj. otwarcie się na otoczenie zewnętrzne przez przenoszenie inicjatyw innowacyjnych na otwarte platformy cyfrowe. Przyjęcie tego paradygmatu jest warunkiem rozwoju tzw. przemysłu 4.0. Równocześnie w Unii Europejskiej dopracowano system wskaźników innowacyjności państw i regionów. W Polsce, w porównaniu z rokiem 2008, wskaźniki te w niektórych regionach pogorszyły się, co powinno być przedmiotem troski rządu RP, szczególnie jeśli ma on w planach wzmocnienie roli przemysłu w gospodarce.(fragment tekstu)

In the paper the recent trends in the field of innovation in the EU are presented. The role of innovation in the European Union has been growing as one of the crucial factor of the development of the EU economy and society although it has never had a strong legal bases in the EU thirties. Its development has been stimulated mainly by the EU strategies, plans and initiatives but finally it became the legitimate part of the Research and Innovation policy of the EU. In the paper the main EU official documents and the newest (2016) indicators of innovation relating to the EU regions has been analyzed and discussed. "The Innovation Union" and other suggestions of the Commission brought new solutions relating to innovation emphasizing the role of design management, digital design and open innovation. The organizational and esthetic design should be the central unit of a company while open innovation should be based on digital platforms applying the newest ICT technologies and social participation. Such paradigm of innovation is stimulating the development of modern industry (i.e. Industry 4.0) what should be taken under the consideration in Poland.(original abstract)
