Abstrakty

W niniejszym opracowaniu podjęto próbę przedstawienia zagadnień związanych z uwzględnianiem problematyki ścieżek rowerowych w ustaleniach zawartych w dokumentach planistycznych opracowywanych na poziomie gminy. Na wstępie zdecydowano się skupić uwagę przede wszystkim na teoretycznych podstawach wprowadzania ustaleń dotyczących dróg rowerowych do miejscowych planów zagospodarowania przestrzennego, tak by mogły stanowić one integralny element struktury przestrzennej miasta, a w szczególności jego systemu komunikacyjnego. Opisano także podstawowe prawidłowości stwierdzone w podziale zadań przewozowych oraz zasady, którymi powinny kierować się władze miejskie, zarówno na etapie planowania, jak i realizacji systemów rowerowych, pragnąc osiągnąć w efekcie optymalny tak pod względem przestrzennym, jak i funkcjonalnym układ. Drugą część artykułu poświęcono natomiast przedstawieniu podstawowych informacji dotyczących ścieżek rowerowych na terenie Łodzi, począwszy od zarysowania przewodnich cech polityki transportowej miasta oraz jej powiązań z innymi politykami sektorowymi, a kończąc na krótkiej charakterystyce projektowanego układu i zakładanych zasadach jego realizacji. The general aim of urban transport policy in a city is to create conditions for effective, safe and efficient movement of people and goods within its boundaries, with minimum harm to the environment. Achievement of this goal calls for consistent concerted action in the spheres o f development planning, designing, implementation (provision of infrastructure), operation, maintenance, and above all, management of the transport system. The network of paths should be regarded as an integral element of the city's spatial pattern, because this makes possible effective solution of problems arising in the course of its development. According to the principle adopted in the planning and designing practice each master plan of a city or detailed plan of an urban unit, both at the development and updating stage, as well as studies of urban transport system development, ought to contain conceptions of cycle traffic subsystem as an integral element of the spatial - functional structure of a city. The network of cycle paths for the whole Łódź is to be designed as part of the planned transportation system project. According to plans, an integrated bicycle network programme ought to be a part of two general programmes, that is a transport programme of the city and a "Healthy City" programme. The planned cycle network ought to consist of axes running through various elements of the physical development, and the shape o f the network ought to correspond to the historically shaped spatial arrangement of Łódź, that is the radial-circular pattern. The beginnings of the radial-circular cycle paths pattern exist de facto in the Spatial Development Plan of the City in the form of the planned Green Ring of Tradition and Culture. It is then advisable to expand this pattern towards housing districts and green spaces on the outskirts of the city, and to complement the area inside the ring with cycle paths arranged diametrally and zones of reduced speed motor traffic. The planned system will consist o f five sections: "City Axis", "Northern section", "Eastern section", "Southern section" and "Western section". All action, both at the planning and the implementation stage, ought to be aimed at creating a Cycle Paths System with a satisfactory degree of functionality and attractiveness, assuring proper safety for the users, with minimum obstruction for other traffic and corresponding with the specific character of the spatial pattern of the city, because only these characteristics ensure optimal functioning of cycle traffic in urban space.
