Abstrakty

W artykule zaprezentowano badania lokalnej polityki podatkowej w zakresie podatku rolnego w Polsce. Wykorzystano do tego korelację ρ Spearmana i klasyczną korelację r Pearsona. Badanie wykazało, że polityka podatkowa jest tym skuteczniejsza, im mniejszy jest udział podatku rolnego w podatkach majątkowych. Obniżenie stawki w podatku rolnym koreluje dodatnio z przyrostem dochodów z podatku rolnego w roku bieżącym, a także, chociaż mniej, w roku przyszłym. Zwiększona cena żyta skutkuje zarówno zwiększonym obniżeniem stawek w podatku rolnym, jak i przyrostem dochodów - tendencja ta odwraca się w roku następnym. Zaprezentowano także model obrazujący wpływ ceny żyta na istotne zmienne związane z podatkiem rolnym(abstrakt oryginalny)

In this article we present the research on local agricultural tax policy in Poland. We use the Spearman ρ correlation and classical correlation of Pearson's r. Our research proves that the lower the share of agricultural tax in property taxes, the more efficient is the tax policy. The reduction in the agricultural tax correlates positively with the growth in agricultural tax in the current year, and also to a lesser extent in the next year. Higher rye prices result in an increased reduction in agricultural tax rates as well as in tax revenues, and the tendency is reversed in the following year. A model showing the impact of rye price on significant variables related to agricultural tax was also presented(original abstract)
