Taking into account recent developments in evaluation theory and practice a new triad of evaluation purposes has been put forward: accountability, organisational learning and empowerment. First two ones, although traditional ones, are gaining new meaning when faced with the challenges of complex and dynamic reality. The traditional approach to accountability means rigid adherence to planned implementation and preconceived outcomes. The broader meaning of accountability opens up a possibility for an intervention to adopt and respond as conditions change. Thus, accountability which is conceptualised as a situation where someone being responsible for things that happened can give a satisfactory reason for them, goes in line with learning as it implies deeper understanding and documenting what is happening in the system and its implication. Depending on the type of evaluation (formative, summative or developmental), single-loop learning, double loop learning or deuterolearning is embedded in the process of evaluation. Finally, the third pur- pose of evaluation - empowerment, fits into the broader changes of the public sector described as "co-management" or "co-government." It can lead not only to skills development at an individual level but also to organisational networks, effective acquisition of resources and political leverage. A single evaluation endeavour can serve more than one purpose, as it is in the case of developmental evaluation. (original abstract)
