Minimum Income in the European Pillar of Social Rights and Actual Policies of the Member States

Abstrakty
Artykuł poświęcony jest miejscu i roli dochodu minimalnego w Europejskim filarze praw socjalnych (EFPS) oraz rozwiązaniom stosowanym obecnie przez kraje członkowskie. W części pierwszej przedstawiono koncepcję dochodu minimalnego w EFPS. Obecne podejście omawiane jest w nawiązaniu do wcześniejszych regulacji oraz w zestawieniu z ideą powszechnego (bezwarunkowego) dochodu podstawowego. Druga część koncentruje się na perspektywach realizacji prawa do dochodu minimalnego i omawia proponowane mechanizmy wdrażania tego uprawnienia. Trzecia przedstawia rozwiązania stosowane obecnie przez kraje członkowskie, głównie w obszarze pomocy społecznej, zwracając uwagę na te cechy opisywanych systemów, które są najbardziej istotne przy wprowadzaniu w gwarancji dochodu minimalnego i będą przedmiotem stałego monitorowania. Analiza wydatków całkowitych, zasięgu i poziomu świadczeń oraz ich skuteczności w zwalczaniu ubóstwa wskazuje na istniejące w tym obszarze zróżnicowania. (abstrakt oryginalny)
The paper discusses the position of the minimum income (MI) guarantee in the European Pillar Social Rights and the minimum income policies applied by the EU member states. Firstly, it shows the development of the MI concept in the EU documents and confronts the current approach with the idea of the universal (unconditional) basic income. Secondly, it discusses mechanisms that are proposed to implement the minimum income guarantee. Thirdly, it examines actual MI schemes in the EU countries, focusing on social assistance and related policies. It compares the design and investigates key indicators characterizing these schemes - namely the total expenditure, coverage and effectiveness in reducing poverty - giving evidence of the significant differences among the national solutions.
