Arktyka jako obszar w centrum światowej

Abstrakty
Arktyka doświadcza głębokiej transformacji, powodowanej głównie przez wzajemne oddziaływanie takich sił i procesów jak zmiany klimatyczne i globalizacja. Twierdzenie, iż klimat wywarł silny wpływ na różnorodność środowiska naturalnego Dalekiej Północy brzmi trochę jak truizm. Ale musimy zdawać sobie sprawę, że dotyczy to regionu, które ma nie tylko unikalny charakter, ale wymaga wręcz specjalnego traktowania. Szczególnie jeśli weźmiemy pod uwagę tak istotne przeobrażenia jak wyjątkowo szybko rozwijający się transport morski oraz wydobycie ropy i gazu offshore. Ponadto topnienie morskiego lodu oznacza zwiększenie dostępności do surowców naturalnych oraz wyznaczanie nowych szlaków żeglugowych. Zmiany te oznaczają ogromne możliwości, z czym jednak wiąże się konieczność wzrostu odpowiedzialności i niezbędna ostrożność w podejmowaniu działań w skali narodowej, regionalnej i międzynarodowej. Dotyczy to zarówno państw arktycznych jak i krajów pozostających poza tym obszarem. Chodzi bowiem o utrzymanie balansu, równowagi w procesie korzystania z zasobów środowiska morskiego tego rejonu. Region ten nigdy dotychczas nie doświadczył tak wzmożonej uwagi i pytaniem otwartym pozostaje, czy zjawisko ma charakter stały. Jeżeli tak się stanie, to niewykluczone że będzie to jeden z najważniejszych regionów w polityce drugiej połowy XXI wieku. Nie można jednakże zapominać o negatywnych efektach takich zmian dla lokalnego środowiska i ludności. Dla nich taka wizja przyszłości z pewnością nie musi mieć atrakcyjnego powabu. Również rozwój sytuacji międzynarodowej pozostaje niewiadomą. Z jednej strony, szanse i wyzwania mogą doprowadzić do zacieśnienia współpracy i wypracowania wspólnych metod łagodzenia skutków zmian. Z drugiej - kwestia podziału terytoriów wokół bieguna i nieuniknione zanieczyszczenie środowiska mogą, choć nie muszą, doprowadzić do eskalacji napięć międzynarodowych i konfliktu o surowce. Wszystko zależy od zmian klimatu i rodzących się w umysłach ludzkich scenariuszy rozwoju sytuacji. (original abstract)
The Arctic is undergoing a significant transformation caused mostly by the climate change and globalization. A statement that the climate has exerted strong influence on the diversity of the natural environment in the High North seems nearly trivial and clearly obvious. Nevertheless, it holds true and the region can boast not only of unique nature but demands definitely a special treatment. It is particularly justified when taking into account such important transformations as the rapidly changing maritime transport and offshore extraction of crude oil and natural gas. Moreover, the melting of sea ice sheet means in essence greater accessibility to natural resources and opening up of new sea routes. Those changes seem to bring tremendous opportunities but they also require extreme caution in undertaking actions on a regional, national, and international scene. That pertains to both the Arctic and non-Arctic states. The point is to establish and keep the right balance in the proces of exploiting the sea natural resources of the region. The region has never experienced that much attention and an open question remains: Is the phenomenon going to stay? Should it happen, the Arctic may become one of the most important regions in the politics of the second half of the 21st century. However, one should not forget about the negative effects of such changes on the local environment and population. For them, such a vision of future may simply be devoid completely of anything even remotely attractive or desirable. In addition, the development of the international scene remains unknown. On the one hand, those opportunities and challenges may result in closer cooperation and developing joint methods of mitigating the changes. On the other, however, the issues of territorial divisions around the Pole and the unavoidable problems of environmental pollution might - although do not have to - lead to escalation of international tensions and competition for if not conflicts about the resources. Everything appears to depend on the pace of climate change and scenarios envisioned by people for the developments. (abstrakt oryginalny)
