EN

The strategic goals and operational tasks on use, protection and recovery of Ukrainian forests traditionally define through strategies and state programs. However, the vision of forest policy in Ukraine is not clearly developed, which leads to delaying forest governance reform. In this paper we use frame analysis to investigate Ukrainian forest governance system focusing on how forestry challenges and goals are addressed and coincide with EU Forestry Strategy. Our findings suggest that there is a need to reset priority goals and vision of forest policy via Law of Ukraine "On national forest policy" and further Forestry Strategy. The main trends in forest governance and the process of Joining to EU have to be reflected in new laws and strategic programs. (original abstract)

Strategiczne cele i zadania operacyjne dotyczące użytkowania, ochrony i odzyskiwania lasów tradycyjnie określają strategie i programy państwowe. Jednak wizja polityki leśnej w Ukrainie nie jest wyraźnie rozwinięta, co prowadzi do opóźnienia reformy gospodarki leśnej. Wykorzystujemy analizę ramową do zbadania ukraińskiego systemu zarządzania lasami, koncentrując się na tym, w jaki sposób wyzwania i cele leśnictwa są rozwiązywane i pokrywają się z unijną strategią leśnictwa. Wyniki sugerują, że istnieje potrzeba zresetowania celów priorytetowych i wizji polityki leśnej za pośrednictwem Ustawy Ukrainy "O krajowej polityce leśnej" i dalszej Strategii leśnictwa. Główne tendencje w zarządzaniu lasami i procesie łączenia z UE muszą znaleźć odzwierciedlenie w odzwierciedlone w nowych w dokumentach legislacyjnych i programach strategicznych.(abstrakt oryginalny)
