Abstrakty
Wykluczeniem finansowym określa się procesy ograniczające dostęp do systemu finansowego określonym grupom społecznym [Leyshon, Thrift 1995]. Definiowane jest ono także jako proces, w którym obywatele doświadczają problemów w dostępie i/lub korzystaniu z usług finansowych na głównym rynku, które odpowiadają ich potrzebom i umożliwiają prowadzenie normalnego życia w społeczeństwie [European Commission 2008]. Problemy te dotyczą głownie osób o niskich dochodach i znajdujących się w niekorzystnej sytuacji społecznej, a wśród potrzebnych usług finansowych wymienia się rachunek bankowy, rozliczenia bezgotówkowe, kredyt o "rozsądnym" oprocentowaniu oraz możliwość gromadzenia oszczędności [Anderloni, Carluccio 2007]. Brak możliwości korzystania z usług finansowych może mieć wiele źródeł, między innymi wskazuje się tu [Kempson, Whyley 1999; World Bank 2017]: ·· wykluczenie z uwagi na dostępność geograficzną - brak fizycznego dostępu do placówek instytucji finansowych (także z powodu zbyt dużej odległości od istniejącej placówki i związanego z tym nadmiernego kosztu lub czasu dotarcia); ·· wykluczenie z uwagi na dostępność i warunki oferty - wynikające z poziomu ryzyka akceptowanego przez instytucję oraz niedopasowania produktów do faktycznych potrzeb potencjalnych klientów; ·· wykluczenie cenowe - wynikające ze zbyt wysokiego kosztu usługi (jest to trzecia najczęstsza przyczyna wskazywana w badaniach Banku Światowego [World Bank 2017]; ·· wykluczenie marketingowe - instytucje finansowe świadomie nie kierują informacji o ofercie do określonych grup społecznych; ·· samowykluczenie - osoby same rezygnują z usług finansowych, ponieważ są przekonane, że instytucja odmówi im do nich dostępu. Financial exclusion can be described as a lack of access to useful and affordable financial services (payments, savings, credit and insurance) that meet people's needs. In 2017 almost one-third of the global adult population did not have access to any form of account, which increasingly makes everyday life difficult and can lead to social exclusion. Incumbent financial institutions are sometimes not interested in targeting low-income customers or some geographical locations, as their operations are related to heavy regulations and costly infrastructure and they aim at maximizing their equity value. The aim of the article is to discuss the potential of Fintech companies to reduce financial exclusion by entering markets that traditional institutions do not. Their agile and light business models, lack of legacy systems and infrastructure enable them to take full advantage of modern technology solutions (e.g. blockchain, mobile systems) and thus offer inexpensive services in innovative ways. Fintech sector development seems to be currently the main driver of reducing financial exclusion. Introduction of hundreds of technology-oriented firms to the financial services market poses additional risks and challenges, where secure data handling and proper regulations seem to be crucial.
