The paper improves the methodological basis of service-oriented state development in the context of public administrating of public service provisions by defining the following systemic principles: strategic sequence; duality; institutional architecture; structural properties. The paper show that the real sign of a formed service-oriented system during social transformations is existence of systemic, cognitive-informational and integrated characteristics, which determine development of an actororiented mechanism of service provided by public authorities when resources are limited, with taking into account the criteria for determining their content, structure and dynamics, as well as the priorities of state reforms. An original concept of functioning and development of the public administrative system for service delivery is formulated in the context of public service provision. The concept is based on the principles of the systemic and synergetic approaches, differentiated by institutional and theoretical basis and service provision become a checkpoint for evaluation of public authority effectiveness. The paper proves that the input dominant factor is subjectivity. This factor forms the basis of the actor-oriented approach, which, in turn, is aimed at implementation of service-oriented concept of public administration functioning and development during reorganisation of the overall administrative system. The paper proves that the actor orientation means a set of methodological principles of subjectivity, including: subjectivity as an essential characteristic of an actor, subjectivity of the environment, institutionalization of subjectivity, modelling of subjectivity. W artykule poprawiono metodologiczne podstawy rozwoju państwa zorientowanego na usługi w kontekście administracji publicznej w zakresie świadczenia usług publicznych poprzez określenie następujących zasad systemowych: kolejność strategiczna; dwoistość; architektura instytucjonalna; właściwości strukturalne. W artykule wykazano, że prawdziwym przejawem ukształtowanego systemu usługowego w okresie przemian społecznych jest istnienie cech systemowych, poznawczoinformacyjnych i zintegrowanych, które determinują rozwój zorientowanego na aktora mechanizmu usług świadczonych przez władze publiczne przy ograniczonych zasobach, z uwzględnieniem kryteriów określania ich treści, struktury i dynamiki, a także priorytetów reform państwa. Oryginalna koncepcja funkcjonowania i rozwoju systemu administracji publicznej w zakresie świadczenia usług jest formułowana w kontekście świadczenia usług publicznych. Koncepcja ta opiera się na zasadach podejścia systemowego i synergetycznego, zróżnicowanego ze względu na podstawy instytucjonalne i teoretyczne, a świadczenie usług staje się punktem kontrolnym oceny skuteczności działania władzy publicznej. W artykule udowodniono, że dominującym czynnikiem wejściowym jest subiektywność. Czynnik ten stanowi podstawę podejścia zorientowanego na podmiot, które z kolei ma na celu wdrożenie zorientowanej na usługi koncepcji funkcjonowania i rozwoju administracji publicznej podczas reorganizacji całego systemu administracyjnego. Artykuł dowodzi, że orientacja aktorska oznacza zbiór metodologicznych zasad podmiotowości, w tym: podmiotowość jako istotna cecha aktora, podmiotowość środowiska, instytucjonalizacja podmiotowości, modelowanie podmiotowości.
