Abstrakty

Rozszerzenie Unii Europejskiej w 2004 r. znacznie zmieniło jej wschodnie granice. Powiększona Unia przybliżyła się do przestrzeni poradzieckiej, która już tradycyjne postrzegana jest przez rosyjskie władze jako strefa żywotnych interesów i bezpieczeństwa Rosji. W tym kontekście na plan pierwszy wysuwa się kwestia rosyjskiego postrzegania Europejskiej Polityki Sąsiedztwa (EPS). W literaturze naukowej dość wyczerpująco rozwinięte zostały różnorodne aspekty postrzegania Europejskiej Polityki Sąsiedztwa przez państwa, które są obiektami tej polityki. Jednakże postrzeganie jej przez Rosję - jednego z najważniejszych aktorów w regionie - pozostało poza dyskursem naukowym. Większość ekspertów najczęściej i najchętniej podejmuje problematykę Partnerstwa Wschodniego, często zapominając o tym, że jest ono częścią EPS. Autorzy mają na celu zbadanie kwestii postrzegania Europejskiej Polityki Sąsiedztwa przez rosyjskich polityków oraz środowisko ekspertów, poczynając od dyskusji na temat samej idei EPS, a kończąc na kształtowaniu się jej wymiaru wschodniego - programu Partnerstwa Wschodniego. This article discusses the perception of the European Neighbourhood Policy (ENP) by the political establishment and expert circles in Russia. The factors and events which influenced the modern Russian perception were analyzed. The scientific literature quite comprehensively examines various aspects of perception of the European Neighbourhood Policy by the countries which are subject to this policy. However, the scientific discussion does not include the way it is perceived by Russia - one of the most important players in the region. The majority of experts most often and most willingly explore the issue of the Eastern Partnership and often forget that it is a part of the ENP. The aim of this article is to examine the issue of perceiving the European Neighbourhood Policy by the Russian politicians and the expert circles, beginning with the discussion on the idea of the ENP and ending with shaping its eastern dimension - the Eastern Partnership Programme.
