Artykuł odnosi się do kwestii poprawy międzynarodowej konkurencyjności gospodarki poprzez wykorzystanie instrumentów dyplomacji publicznej w budowaniu długotrwałych relacji z otoczeniem zewnętrznym i wizerunku kraju.
W artykule podjęto próbę przedstawienia istoty, w tym głównych założeń, chińskiej polityki społeczno-gospodarczej w odniesieniu do koncepcji polityki gospodarczej określonej w zasadach tzw. konsensusu waszyngtońskiego.

Content available remote Challenges for EU in the Middle East: Use of Soft Power
100%
In this paper, I will attempt to analyze the policies and strategies of the EU towards the Middle East in the context of using soft power. Two main issues need to be questioned in this framework: 1) Can EU use soft power instruments effectively in the Middle East? 2) Is EU's choice to conduct soft power policy in the Middle East, able to make the EU a leading actor in world politics in terms of struggling with new threats in 21st Century? First of all, I will try to discuss "soft power", as a concept very briefly. Afterwards, I will focus on the differences between the perspectives and approaches of the United States and the EU on the solutions of the problems in the Middle East. While analyzing EU's use of soft power in the Middle East, I will not refer the general policies of the EU towards the region. Instead of this, I will focus on the Arab Spring and the significance of the recent movements in the region within the context of our subject. EU aims at creating peace and stability at its borders and prefers political and economic methods instead of military methods and hard power instruments. This paper examines how the EU uses this soft power instruments and what their consequences mean for the main issues in the Middle East. Besides, can this policy of the EU contribute to the solutions of the problems, stability and peace in the region? The answers of these questions are very significant within the context of EU's approach to the Middle East, because of several reasons such as: course of the developments in the region, future success of European foreign and security policy and the role that EU is aiming for: ensuring its position as a global actor in world politics.(original abstract)
Badanie stanowi studium przypadku dotyczącego Wielkiej Brytanii.(fragment tekstu)
Robert Kagan is one of these American scientist, who brightly and precisely define his opinions on the most important matters related with the international arena safety. Trough scientific articles to books, he analyses the "disorders" of the Global Order after the Cold War - called often "period of deregulation". The article shows, there are difficulties with the term "Global Order" after the Cold War. Also its shows the meaning and importance this Global Order to the modern international policy. R. Kagan's thought, based on the so-called hierarchic vision of this Order, which United States as the most important imperium ("creator/stabilizer" of it). Each "disorders" of this Order connected with such dangers like: asymmetric threats, international terrorism, growth the autocratic states and different elements, influences on this Global System. The North Atlantic Treaty Organization is not able to deal from all these problems. It is political-military Atlantic Allied, which has limited possibilities, especially in the economic and cultural (soft power) level. R. Kagan pays attention on the NATO. This organization sets on military operations, extinguishing conflicts, humane actions, which unfortunately often turn into armed fight. For this global structure is harder dissolves such affairs like: the growth of "failing states", problems of security co-operation, the challenges connected with economic crisis and others ecological difficulties. These threats/challenges standing before the NATO in the nearest future. There are plenty of questions about appear and shape this organization (next extensions), its aims and position of the USA, like the only and the most important leader of the NATO.(original abstract)
(fragment tekstu)
After the breakup of the USSR, sovereign initiatives revitalized ethnic, religious and national origins. The basic legitimation strategy of the newly created states became the merger of the so-called "new ethnicity" with strategic descent, then de-Russification. In the 21st century, these initiatives have been hampered and Russian language has again become a highly positioned tool for geopolitical influence in the region. The aim of this article is to analyze the catalog of language influence tools in the soft power of the Russian Federation and to show the importance of using this instrument in the geopolitical relations of the region.(original abstract)

The United States, as a leading world power, has to face China - an emerging powerful rival. The potential of both states' power is measured by universal indicators. On a military level, these indicators are: military expenditure, soldiers/reserve/soldiers abroad, offensive weapons, nuclear warheads. On an economic level: GDP value, reserve currency/public debt to GNP, direct investment home and abroad. With regard soft power, six categories have been taken into consideration: diplomacy, socio-political, socio-economic, education, high and popular culture. All of the three researched levels were correlated with both states' political system specificity and the character of the international arena's relations. It allowed for the assessment of the current levels of both states' power as well as their future prospects.(original abstract)
PROBLEM I METODY BADAWCZE: Obszary badawcze obejmują istotę i narzędzia polityki "miękkiej siły", rosnące współzależności handlowe z państwami trzecimi w wyniku realizacji wspólnej polityki handlowej; rolę UE w wielostronnym systemie handlowym oraz głębokość i kluczowe postanowienia umów zawartych z państwami trzecimi. PROCES WYWODU: W pierwszej części przedstawiono istotę i instrumenty soft power, a także wskazano źródła soft power UE w świetle wspólnej polityki handlowej. Umowy z państwami trzecimi służą ochronie przedsiębiorców unijnych, umożliwiają "eksport" rozwiązań i standardów UE (od ochrony praw własności intelektualnej do norm technicznych, prawa konkurencji, ochrony środowiska i szeregu innych). WNIOSKI, INNOWACJE, REKOMENDACJE: UE wykorzystuje swoją politykę handlową jako instrument dyplomatyczny. Dostęp do rynku UE wraz z pomocą finansową oraz współpraca gospodarcza są wykorzystywane we wspólnej polityce handlowej prowadzonej dla realizacji interesów geopolitycznych Unii i wspierania celów niekomercyjnych, takich jak m.in. zrównoważony rozwój, prawa człowieka i dobre rządy. This paper analyzes the practice of "cultural diplomacy" and "soft power" in the United Arab Emirates in light of previously developed practices in European countries such as France and Germany. These two concepts referred to international relations and invented in the Western world, describe strategies that have been taken up by non-Western governments, either to complement their hard power capacity with its soft equivalent or to fill a gap where hard power is missing. Diverse (especially state) actors in international relations appear convinced that public and cultural diplomacy as an example of soft power, is the most advanced, non-invasive way of conveying a positive image, values, or lifestyle, being at the same time a non-violent means of pursuing national interests. How is the concept of cultural diplomacy applied and facilitated in non-Western countries? Which model of public diplomacy best describes actions undertakenby the Emirati authorities and what are the reason for developing a soft power strategy in the United Arab Emirates (UAE)? This article answers these question s through a comparative analysis of the United Arab Emirates with the examples of France and Germany. It points out the potentialchallenges and opportunities which arise from a non-Western government using a tool of cultural diplomacy by analyzing diverse initiatives undertaken by UAE, including the "Emirati Film Review in Poland".(original abstract)

After World War II, relationship definition between states started to change; during bipolar system based world, interdependence started to be crowned between states. Meanwhile, thanks to 'the Marshall Plan' implemented by US, showed 'foreign aid' concept could be a tool for diplomacy to states. This article investigates the challenges of the liberal democracy in the new international context, provoked by the emergence of the new great powers (Russia and China), and especially the establishment of the BRICS grouping in the world political scene. Namely, this article 'clashes' the both paradigms of BRICS and the EU, in order to conclude their performances in relation to the values of liberal democracy. In that context, especially is stressed the liberal axiological set of the EU, as a postmodern entity, with typical soft power in the international relations. The EU soft power stems from its axiological set, which predominantly is composed by the values of liberal democracy. The new international context is characterised by the establishment of liberal and illiberal actors. The IR theorists treated the USA and the EU as main represents of the liberal democracy, whilst Russia and China, as illiberal democracies, or simply, autocracies. This article concludes the forthcoming challenges of the liberal democracy in the new international context, as well as the place, role and the international political capacity of the EU, in relation to its mission for safeguarding and advancement of the liberal democratic values.(original abstract)
Objective: The article's objective is to understand how non-MNE actors in the global arena, like intergovernmental organizations (IGOs) embed themselves in the global value chain by using their strong ties to states.Research Design & Methods: For this study, a qualitative methodology approach investigates an underexplored area of research using a single case study, GAVI, that utilizes thick data.Findings: The paper contributes to our understanding of IGOs and how they internationalize. New motives are identified, and the concept of soft power has been extended to IGOs.Implications & Recommendations: IGOs in the humanitarian or developmental sector use soft power strategies to embed themselves in the global value chain. The paper's implications are for policymakers and practitioners in the third sector, including those who invested interest at state-represented foreign direct investment. Future studies can look at how networks are leveraged, spillover occurs from a personal level to an institutional level, and vice-versa combining diplomacy, bargaining, and legitimacy.Contribution & Value Added: The study highlights new areas of research like that of soft power. The current internationalization models of SMEs and MNEs may not neatly fit in the context of IGOs (which are born global). We reiterate that existing IB theories need to be applied to other state actors like sovereign wealth funds and non-governmental organizations. The above case study, a detailed historical analysis using thick data, is a methodology not often published. (original abstract)

Content available remote The Currency of Fantasy : Discourses of Popular Culture in International Relations
63%
The "facts" of international politics constitute the first-order representations of political life and can be reflected in popular entertainment as second-order or fictional representations. This article demonstrates that discourses of popular culture are powerful and implicated in International Relations (IR) studies. The article makes two correlated claims: the first is that the humanist and anthropological methodology often used to analyse pop culture could also be used to analyse international issues, if appropriately contextualized; the second claim is that a nation can manifest its 'discourse' in international politics via its popular culture, as soft power.
