Autor - profesor w Instytucie Koniunktur i Cen w Warszawie, były minister spraw zagranicznych - przedstawia "osobiste obserwacje i przemyślenia" dotyczące najważniejszych zagadnień polityki zagranicznej Polski.
This article focuses on attitudes towards Russia in Bulgaria and Hungary - two EU and NATO countries with special relations to Russia - in the wake of Russia's annexation of Crimea and military intervention in support of separatists in the Donbas region of Eastern Ukraine in 2014 and onwards. We begin by putting the relations to Russia in a historical perspective. We then set out to account for support for Russia with the help of survey data from the Post-Crimea Barometer (2015) - a unique survey focusing on geopolitical orientation (East versus West) and attitudes towards Russia in Latvia, Hungary and Bulgaria in a post-Crimea setting. Latvia is a special case because of its large Russian minority population; we therefore confine our comparison to Bulgaria and Hungary. The findings suggest that long-term attachment to Russia is decisive in Bulgaria. In Hungary, long-term attachment to Russia is important, but not sufficient to account for post-Crimea attitudes towards Russia. (original abstract)
Within the last few years, significant changes have taken place in the geopolitical and economic spheres of Europe: Euromaidan, annexation of the Crimea in the East, and problems inside the European Union (issue of migrants, Brexit) in the West. These changes had their impact on Belarus, a country situated between Russia and the EU. Conflict between Ukraine and Russia shook the Belarusian economy. Belarusian authorities were afraid about unexpected Russian steps towards Minsk and about social unrest against their own authoritarian president. All of this forced Alexander Lukashenko to search for new solutions in his policies. During recent months, it was possible to observe the change of a political discourse with Poland, attempts of a cautious cooperation with Russia (which is still Belarus' main ally), and a search for new sources of finances and energy suppliers. The present situation is a new challenge for Belarusian authorities and even for foreign observers. For inhabitants of the country, the situation is not comfortable. This article aims to present, based on selected sources, the synthesis of actions that were taken in the external and internal politics by the Belarusian authorities after the annexation of the Crimean Peninsula. This article examines how evolving security architectures are driving paradigm shifts within geostrategic state behaviour. Arguing that Germany-India relations are deeply impacted by these shifting geopolitical dynamics - specifically, the rise of multipolarity and increased global and regional security threats - the study traces the rationale behind the two actors' actions and explores how the interactions between them are manifested in a reconceptualisation of German foreign policy. Employing a systemic-empirical approach and presenting a qualitative case analysis, it contributes to the study of international relations between key European and Asian actors amid transformations in the global system. The author argues for the growing significance of India within German policy objectives by studying their gradual evolution with a particular focus on security, democratic values, and (green) economy - factors considered central and evolving in the bilateral relationship. By contextualising these political trajectories bilaterally and globally, the study unpacks how the policy vis-à-vis India may serve as an exemplification of the Germany's renewed self-conception in the Zeitenwende era: a combination of civilian power projection and a more realist orientation.
Hungary joined the European Union in 2004 but started to participate in EU crisis management operations well before. Since the Common Security and Defence Policy (CSDP) was a new policy area at that time, it was an extraordinary experience for Hungary to be integrated into a policy still under development. Aft er briefl y detailing the foreign and security policy options Hungary faced right aft er the transition from communism, this paper analyses Hungary's contribution to the CSDP. Th e CSDP is based on two pillars - one operational and the other related to capability-building. Th e paper first analyses Hungary's participation in the civilian and military operations launched in the framework of the CSDP. Specifi cally, it explores the operations Hungary has joined, the kind of capacities it has contributed and the defi ciencies and problems that have emerged in this sphere. Second, the paper addresses Hungary's perspectives and aspirations regarding capability development. Specifically, it looks at how Hungary views the future of the CSDP, especially in light of the country's participation in permanent structured cooperation (PESCO), the central element in the EU's joint defence capability development. Methodologically, the paper employs qualitative content and discourse analysis, drawing on relevant secondary literature and analyses of official EU and Hungarian (legislative and non-legislative) documents. Surveying Hungary's participation in EU crisis management operations since the beginning of the CSDP, the paper finds it has joined 42 per cent of civilian and 70 per cent of military operations. These have been in the immediate neighbourhood but also distant locations (Africa, Central Asia, and the Near East). At the same time, distinct challenges have hampered Hungary's contribution to certain operations, such as a dearth of foreign language skills and a lack of strategic airlift and mobile logistics capabilities. Th e paper also finds that regional defence cooperation was not the central driver of cooperation within PESCO projects. Overall, Hungary is somewhere in the middle of the pack in terms of the number of PESCO projects it participates in. (original abstract)
The ongoing escalation of animosities between the United States, the Russian Federation and the People's Republic of China is beginning to resemble the Cold War, which as a historical period might have ended in the twentieth century, but still endures as a state of hostilities between the countries, expressed in the form of an indirect conflict. These countries are actively growing their cyber capabilities that enable indirect and covert operations aimed at their opponents. In cyberspace, the states involved express the hostilities and the aims they try to achieve in the least detectable way. As a result, cyberspace has been securitized. It has been recognized by NATO as a domain of activities. In the United States, the National Cybersecurity Strategy has been published, recognizing cyberspace as an integral part of the economy and defence. A similar document called the Information Security Doctrine was issued in the Russian Federation, which manifests Russia's aspirations in the field of information technology. The militarization of this area shows that cyberspace is becoming a battlefield in the new cold war. The Russian military invasion of Ukraine is complemented by the activities in the cyberspace. I analyse the new confrontation between the above-mentioned powers, looking for features of the Cold War in it. In particular, I examine the cyber capabilities of the United States, Russia and China. The article claims that the concept of cold war may be applicable to numerous historical eras, including the one that is still in effect now. (original abstract)

Niemcy i Rosja odgrywają w międzynarodowej polityce bezpieczeństwa role ważne, jednak dosyć różne, a często nawet sprzeczne.
