Beskidzkim lasom grozi katastrofa podobna do tej, z jaką mieliśmy do czynienia w zachodnich Sudetach - alarmują leśnicy z katowickiej Regionalnej Dyrekcji Lasów Państwowych (RDLP). Opracowano plan ratunkowy.
In the current digital age, spatial management seems impossible without a set of data which maps the real situation on a computer screen. However, varying technologies (software, hardware) as well as methodologies (vectorisation, automatic classification, deep learning, etc.), together with the availability of input materials, result in a huge difference in the quality and timeliness of data collected infor example different countries. This statement also applies to hydrographic data, which undeniably affects water management efficiency. With increasing globalization, it seems necessary to standardize hydrographic data on a transnational level. The main aim of this article was to review the ways and techniques of collecting, updating and sharing hydrographic data by selected countries or organizations. In addition, the use of modern geo-information and remote sensing tools was reviewed, as well as work towards interoperability of inland surface water databases. As a result of the review, the authors identified a strong need to unify hydrographic data at both the national and continental levels, and in the future, globally (considering the dynamic change of data precision when changing the digital mapping scale). In addition, good practices were identified, and methods that can be used to create a universal spatial database of surface waters were identified(original abstract)
(fragment tekstu)
From the perspective of risk management in an insurance company, it is really necessary to consider a problem of providing some cover in case catastrophic losses occur. To include risk of a catastrophe in an insurance tariff is one of the direct forms of protecting finances of an insurance company. Considering catastrophic loss in categories of estimating insurance risk involves analysing cases in question from two perspectives. On the one hand, there is a financial dimension of a catastrophe since such events generate high value losses. On the other hand, the frequency of occurrences of similar events is taken into account as well. Is it possible - to satisfy needs of an insurance company - to perform a calculation of probability that catastrophes will occur? And what is even more, what is the effectiveness of such analyses? I would like to try to answer these questions in my article. (fragment of text)
Problems of the world insurance and reinsurance market kept away from Czech insurance companies for a long time. Their technical reserves decreased neither due to new economy nor to consequent collapse of world stock exchanges. Insurance companies invest mainly to state securities and fund vouchers, and therefore they managed to collect interesting yields in the last years. They did not suffer from the terrorist attack on the World Trade Centrum in the year 2001 and even floods did not throw them over in the year 2002. Nevertheless Czech insurance companies have tough times ahead due to the change of reinsures' behaviour without which no insurer can manage. The volume of technical reserves of insurance companies in the Czech Republic has been rising satisfactorily, that is mainly since the year 2001 thanks to life insurance. The state motivated citizens for a higher interest in this kind of insurance by discount from income tax and thus it presented that it sees in the pension system a part of a voluntary pillar of the pension system. Insurance companies took artfully advantage of it and devoted life insurance promotion and sale extraordinary attention. Life insurance had an important share on the growth on the specified insurance, even though, however, its share on the specified insurance of general insurance remains opposite than it is in the developed countries, where it reaches 2/3 with the life insurance compared to 1/3 of the general insurance. At the same time even life insurance relates to catastrophic risks, because as we know general catastrophes cause immense losses both on the health of people and lives directly. (fragment of text)
Catastrophes of similar or greater scale have been observed in the world for many years. Particular countries have elaborated different systems of covering all related losses. The report on floods prepared by Munich Re stipulates that the problems in question are solved mutually by the state and the insurance sector. There are special financial systems that cover compensation related costs. In the USA, Switzerland and Spain flood risk is managed by means of a special fund. Private insurance companies function as intermediaries only, i.e. they sell insurances and pay compensations having to account to the fund for all their decisions. In France, if the state recognises a particular flood as natural disaster by issuing a special decree, a large part of compensations is paid from a disaster related fund. Pursuant to the 1982 law a special state owned company - Caisse Centrale de Reassurance (CCR) - was established The company deals with limited reinsurance of natural disasters related insurances. The fund in question is also subject to state subsidies. (fragment of text)
Nowadays, intensive economic transformations require entrepreneurs to be able to adapt to changing socio-economic circumstances, which should be facilitated by a legislator. At the same time, we are witnessing the legislator's necessity to react to already unknown threats of catastrophic nature whose sources are to be found either in the very nature (floods as a result of atmospheric factors) or they are attributed to a human being (e.g. nuclear terrorism, contamination of land or air). In view of such threats, protection of the environment (natural and human) realised by means of, inter alia, a system of economic insurances becomes a challenge of contemporary times. The protection in question is particularly important when man becomes a source of threat. Therefore, it seems justified to demonstrate all consequences of changes made to the system of business insurances by the legislator. Much attention should also be paid to the issue of limitation of claims by lapse of time in case of third party liability insurance as the most common example of attempts undertaken to provide the environment with insurance protection. The accident at the Chornobyl Nuclear Power Plant was one of the largest in human history. It is often referred to as a global event because its effects were felt not only by Ukrainians but also by the populations of Belarus, Russia, Central Europe, the Balkans and the Scandinavian Peninsula. 2022 marked the 36th anniversary of this terrible occurrence, when the history of Ukraine in the late twentieth century was divided into two parts: before the tragedy of 26 April 1986, and after it. Today, it is important for Ukrainian society not only to recognise the significance of the catastrophe and remember its victims but also to find ways to overcome its grave consequences. This requires comprehensive research useful for developing new approaches to minimising the environmental and socio-demographic problems caused by the Chornobyl tragedy. Thus, this research has practical scientific, humanitarian and socio-political significance. The novelty of the obtained results lies in the study's critical rethinking of the achievements of predecessors and its analysis of historical sources concerning the environmental and socio-demographic consequences of the accident at the Chornobyl Nuclear Power Plant as they manifested from 1986 to 2022. The methodological basis of the work is empirical cognition. The use of logical-analytical methods of grouping and typology allows us to classify homogeneous events and coherently present the material of the article. The study additionally uses comparative judgment, historical-statistical and problem-chronological methods. The principles of objectivity and impartiality also play an important role in the work. The purpose of the study is to investigate the consequences of the Chornobyl Nuclear Power Plant accident on the environmental and socio-demographic aspects of the population of Ukraine from 1986 to 2022 based on the identified set of sources. From a historical perspective, the level of pollution in the territories of Ukraine is traced, the demographic situation is monitored, and parallels are drawn between the Chornobyl disaster and the increase in incurable diseases and mortality. In conclusion, the authors note that although 36 years have passed, the echo of this catastrophe remains tangible for the population of Ukraine. Several issues still must be solved. The first is the return to life, namely, the safe living and management of areas that have been exposed to radiation contamination, as well as the continuation of work aimed at restoring agricultural soils. Second, purposeful work must be conducted by the state to minimise social and demographic problems resulting from the Chornobyl catastrophe. In our opinion, the government should increase expenditures aimed at providing quality medical services to the population of Ukraine, as well as conduct constant monitoring of the health of those people who are at high risk in order to better detect diseases in their early stages. These groups of people include liquidators of the consequences of the accident and migrants. Such measures can stabilise the demographic situation by increasing birth rates and reducing mortality, as well as improve the health and living standards of the population of Ukraine.

Opis niektórych katastrof ekologicznych spowodowanych krótkowzrocznością i zaniedbaniami okresu komunizmu stanowi wstęp do raczej ponurych prognoz dla stanu środowiska naturalnego w regionie Europy Środkowo-Wschodniej w najbliższych latach.

26 kwietnia 1986 roku miała miejsce awaria reaktora jądrowego w elektrowni atomowej w Czarnobylu na terytorium dzisiejszej Ukrainy i Białorusi (dawniej ZSRR). Pożar w bloku nr 4 elektrowni atomowej wypuścił do powietrza ogromne ilości materiału radioaktywnego. Zdarzenie to wywołało poważne negatywne skutki środowiskowe, zdrowotne i społeczno-gospodarcze.

Content available remote The Sociology of Global Warming: A Scientometric Look
75%
The theory of anthropogenic global warming (AGW) enjoys considerable consensus among experts. It is widely recognized that global industrialization is producing an increase in the planet's temperatures and causing environmental disasters. Still, there are scholars - although a minority - who consider groundless either the idea of global warming itself or the idea that it constitutes an existential threat for humanity. This lack of scientific unanimity (as well as differing political ideologies) ignites controversies in the political world, the mass media, and public opinion as well. Sociologists have been dealing with this issue for some time, producing researches and studies based on their specific competencies. Using scientometric tools, this article tries to establish to what extent and in which capacity sociologists are studying the phenomenon of climate change. Particular attention is paid to meta-analytical aspects such as consensus, thematic trends, and the impact of scientific works. (original abstract)

75%
Purpose: To analyze the environmental consequences of heavy fuel oil tanker disasters in the Black Sea, identify their impact on the ecosystem, and propose mitigation measures and recommendations for future crisis responses. Design/methodology/approach: The research employed comprehensive analysis of pollution, integrating meteorological data and dispersion modeling. A mathematical model was developed to predict the degradation dynamics of fuel oil components over one year. The study also reviewed literature and international legal instruments. Findings: Fuel oil spills cause irreparable damage to marine flora and fauna (dolphins, seabirds) through toxicity and oxygen depletion. Modeling indicates a prolonged negative impact (asphaltenes stable for up to 19 years). The disaster was exacerbated by the use of outdated tankers, linked to military expenditures. Research limitations/implications: Major limitations include restricted access to the affected area. Future research should focus on developing less toxic pollution control methods and advanced digital technologies for real-time monitoring. Practical implications: The findings enable authorities to assess ecological risks and develop effective, coordinated international response measures and minimize damage. This supports the necessity of deploying environmentally safe sorbents and mobile monitoring systems. Social implications: The study highlights the need to enhance international maritime law for regulating hazardous transport and strengthen vessel monitoring. It emphasizes holding perpetrators accountable and initiating measures to restore the Black Sea ecosystem. Originality/value: The paper provides a comprehensive analysis of spills in the Black Sea, directly linking accidents to the geopolitical context and lack of vessel modernization funding. It presents an original mathematical model for degradation dynamics and an integrated mitigation approach. Valuable for policymakers and researchers. (original abstract)
