Przedmiotem artykułu jest charakterystyka infrastruktury jako czynnika wpływającego na aktywność sektora prywatnego. Autor koncentruje uwagę na infrastrukturze gospodarczej. To właśnie ta część infrastruktury, a zwłaszcza transport i łączność, odgrywa fundamentalną rolę z punktu widzenia rozwoju aktywności gospodarczej zarówno w skali lokalnej, jak i międzynarodowej.

The subject of the article is characteristics of infrastucture as a factor influencing activity of the private sector. The considerations refer, above all, to this part of the infrastructure which is defined as economic infrastructure, in particular to the objects and linear as well as point devices from the field of transport and communications. In its spatial dimension the analysis refers first of all to the functioning of infrastructure on the international scale. The first part of the article presents the essence and functions of infrastructure. Among the functions of infrastructure, a spatial role is played by its significance as a source of external effects and its impact on the location and scale of economic activity. Further on the author presents main elements and conclusions from the discussion on the role of public infrastructural investments as a factor influencing economic effectiveness and particularly the activity of the private sector. A general conclusion from the analyses devoted to this problem is that it is necessary to maintain the correct proportions between the development of infrastructure financed from the public means and investments of the private sector. Not only too small outlays for the development of infrastructure from the public means are not replaced by the outlays for similar aims from the private means, but they can simply weaken the activity of the whole private sector. The final part of the article concerns the role of infrastructure as a condition and simultaneously, a subject of international economic relations. This question is of crucial importance from the viewpoint of further extension of the European Union. Infrastructure is not the main barrier to the possible enlargement of the European Union by the aspiring countries from Central and Eastern Europe but undoubtedly the state of infrastructure and changes occurring in it: 1) determine to a large extent location attractiveness of these countries, 2)
