W artykule omówiono prawne aspekty uczestnictwa polskich regionów w międzynarodowej współpracy. Przedstawiono obecną sytuację współpracy zagranicznej województw. Szczególną uwagę poświęcono szansom umocnienia związków polskich regionów ze strukturami europejskimi.

The article refers to legal aspects of participation of Polish regions in international cooperation. It presents current situation, chances and threats. It stresses the participation significance and chances to strengthen position of Polish regions in European structures. A true renaissance of an idea of a common Europe took place by the end of the 80-ties. In Poland, the very idea was revitalising for hopes of border areas and their neigbours - for intense social and economic development. Counties, towns and self-government organizations have understood that effective trans-border cooperation gives them a historic chance to overcome differences dividing communities living across borders. Regional policy is of growing importance in Europe. It is commonly accepted in politics and science, that two types of European institutions are of special significance: those active within the structure of the Council of Europe and the ones within the European Union. Activities of the Assembly of European Regions is closely related to international cooperation of regions. Since 1989, Poland has been creating legal frames for international relations of regional and local authorities. Poland initiated a number of agreements on transborder and inter-regional cooperation, including the ones with all neighbouring states. Regardless to the opinion on the need or fear of integration with the EU, a close cooperation of a state with local structure societies is indispensable for protecting nation interests of EU member states.
