Abstrakty

W artykule poruszono kwestię odnośnie przygotowania poszerzenia Unii Europejskiej (decyzje podjęte na szczycie w Nicei i Goeteborgu), jak również negocjacji warunków przyjęcia do Unii 12 państw kandydujących, w tym Polski. Omówiono następujące zagadnienia: - opinia Komisji Europejskiej na temat stopnia przygotowania państw kandydujących do członkostwa w UE; - reforma instytucji europejskich w trzech obszarach: system podziału głosów w Radzie UE, skład Komisji Europejskiej, ograniczenie zakresu stosowania zasady jednomyślności przy podejmowaniu decyzji; - stan obecny i perspektywy negocjacji akcesyjnych; - makroekonomiczne efekty członkostwa Polski w UE, a w szczególności: wyniki rachunków symulacyjnych w zakresie wzrostu PKB, zmiany strukturalne polskiej gospodarki; - środki pomocowe UE.

The article presents the most important issues regarding preparation for the EU enlargement (some important decisions were undertaken at EU summits in Nicea and Goeteborg), as well as the negotiations on accession conditions, carried on by Poland and 11 applicant countries. The research area covered the following: firstly: the European Commission opinion on membership preparation of candidate countries, including Poland; secondly: presentation of main ideas of the EU institutions reform (votingsystem in EU organs, European Commission composition, range of application of consensus formula) eliminating structural barriers preventing access of more new states; thirdly: presentation of current state of accession negotiations, pointing out both facilitating and hindering the conclusion of negotiations; fourthly: macroeconomic effects of EU membership was discussed, in particular, the results of simulation of the rate of GNP increase, with some information on the trends of structural changes in Polish economy resulting from integration of Poland with the EU.
