Abstrakty

Opracowanie jest próbą oceny stopnia przygotowania polskiej administracji do wykorzystania środków finansowych z funduszy przedakcesyjnych Unii Europejskiej. Chodzi tu o środki programu rozwoju administracji i infrastruktury - PHARE 2, instrumentu rolengo - SAPARD i instrumentu strukturalnego rozwoju infrastruktury transportowej i ochrony środowiska - ISPA. Artykuł oparty został na tezie badawczej, że wykorzystanie środków z wymienionych funduszy zależy od procedur ustrojowych, technicznych, finansowych, organizacyjnych i funkcjonalnych. Autor starał się wykazać, jak te zdefiniowane problemy zdoła pokonać polska administracja rządowa i samorządowa, by jak najefektywniej wykorzystać przyznane Polsce środki finansowe w ramach programów funduszy przedakcesyjnych.

This paper is an attempt to estimate how the Polish government and self-government administration is prepared to use potentially available preaccession EU funds. Three EU programs were defined and presented, namely: PHARE 2 (development of administration and infrastructure), agricultural instrument - SAPARD and ISPA (development of transportation infrastructure and environment protection). The paper considered the proposition that the use of financial means of the above funds depends on a number of procedures and the most important among them are structural, technical, financial, organizational and functional ones. The readiness of the Polish administration is insufficienct nowadays. The higher level. i.e. ministries and government bodies are able to meet EU requirements because they have the better staff and financial and research support, whereas the local self-government is not. The self-government of gminas and poviats in particular faces numerous problems and difficulties (lack of qualified staff, poor preparation of projects lack of sufficient financing) and solving the problems would affect the rate of absorbing available financial means from EU support funds.
